Air Operations Assistant
Organizational Context
MONUSCO, established in 1999 under the UN Department of Peacekeeping Operations, supports the Government of the Democratic Republic of the Congo (DRC) in protecting civilians and stabilizing the nation. Its mandate includes reducing threats from armed groups, combating sexual and gender-based violence, and fostering functional state institutions. The mission aims to improve understanding of human rights violations and inform policy decisions for security force vetting and operational planning.
Job Purpose
The Air Operations Assistant will support the MONUSCO Aviation Section in efficiently coordinating air operations within the Democratic Republic of the Congo. This role is crucial for ensuring the smooth execution of flights, including CASEVAC/MEDEVAC, VIP transport, and special missions. The assistant will be responsible for maintaining accurate flight records, liaising effectively with aircrew and field offices, and ensuring strict adherence to UN aviation procedures, standards, and regulations. This position contributes to the mission's logistical effectiveness and operational success.
Responsibilities
The Air Operations Assistant will plan and coordinate air transportation activities in strict accordance with Standard Operating Procedures (SOPs), UN directives, the DOS Aviation Manual, UN Aviation Standards, ICAO standards, and host country regulations. Responsibilities include ensuring all air operations comply with Air Tasking Orders/Daily Flight Schedules and relevant aviation standards. The role involves arranging CASEVAC/MEDEVAC, VIP, and special mission flights, and participating in Search and Rescue operations. The assistant will review and coordinate daily task orders, conduct risk analyses and implement mitigation measures, and ensure cost-effective airframe allocation. Aviation risk management, liaison with other UN units and external organizations on aviation matters, and developing SOPs are key duties. Monitoring reference documents, preparing operational plans and reports, analyzing safety reports with the Aviation Safety Unit, and performing other supervisor-requested duties are also required.
Work Experience
A minimum of 5 years of progressive experience in the aviation industry is required, with at least 3 years directly related to air transport operations. Experience with International Civil Aviation Organization (ICAO) standards and recommended practices is essential. Certification and experience in flight operations management and scheduling are highly desirable. Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) is also required.
