Job Purpose
This UNV assignment is with MONUSCO, a UN peacekeeping mission in the Democratic Republic of the Congo, which evolved from MONUC. The mission is currently in a phase of continuing core responsibilities, primarily civilian protection, while preparing for a responsible transition. The role of the Civil Engineer/Architect is crucial in this context, especially given the complex security situation and humanitarian crisis in North Kivu. The volunteer will contribute to adapting MONUSCO's posture to support civilian protection efforts, coordinate with national authorities, and maintain engagement with international partners through infrastructure and engineering support.
Responsibilities
Lead the planning, design review, and implementation of civil, architectural, and infrastructure construction projects across multiple field locations. Provide technical oversight throughout the project lifecycle, including feasibility, design validation, procurement, construction supervision, and close-out. Coordinate multidisciplinary engineering teams, ensuring task allocation and monitoring performance and timelines. Review engineering drawings, specifications, BoQs, and tender documentation. Prepare and review structural calculations and technical specifications for various structures, ensuring compliance with standards. Supervise contractors and consultants, ensuring adherence to designs and contracts. Establish and monitor quality assurance/control procedures, including site inspections. Conduct site investigations, surveys, and environmental/engineering risk assessments. Prepare material specifications and support inventory planning. Ensure compliance with environmental safeguards and sustainability principles. Support procurement and contract management processes. Monitor project progress, verify payments, and manage documentation. Maintain engineering records and contribute to technical reporting. Provide technical guidance and capacity building to junior staff and partners. Brief senior management on progress, risks, and compliance issues.
Work Experience
Minimum of 3 years of required experience and 6 years of relevant experience in infrastructure engineering, construction management, architectural design, or building programs. Demonstrated experience in project planning, design review, construction supervision, and contract administration for civil, structural, and architectural projects, preferably in field or post-conflict settings. Experience with technical documentation, QA/QC procedures, HSSE standards, and environmental compliance is essential. Experience in humanitarian, development, or UN field operations is an asset. Fluency in English is required.
Skills
Expertise in engineering and construction, including project planning, design review, and supervision. Strong understanding of structural calculations, technical specifications, and relevant engineering standards. Proficiency in quality assurance/control, site inspections, and environmental compliance. Ability to manage projects, coordinate teams, and supervise contractors. Excellent communication, interpersonal, and reporting skills. Ability to work independently and collaboratively in challenging, multicultural environments. Commitment to UN core values and principles of voluntary engagement. Familiarity with AutoCAD and UN systems is advantageous.
