Job Purpose
The ICT Specialist will play a crucial role in designing, deploying, and operationalizing a multipurpose ICT center at the Tanzania Peacekeeping Training Centre (TPTC). This initiative is part of a joint program to strengthen community and government response capacities using digital technologies. The specialist will ensure the ICT center functions effectively as a hub for early warning, information aggregation, reporting, and peacebuilding activities, thereby enhancing the ability of communities and institutions, particularly women and youth, to detect and respond to human security threats. Additionally, the role involves assisting the UNDP Tanzania Office with dashboard development and improvements, contributing to data-driven decision-making and enhanced operational efficiency.
Responsibilities
The ICT Specialist is responsible for the design, deployment, and operationalization of an ICT center at TPTC, enhancing institutional capacity through Training of Trainers (ToT) for effective technology use in early warning, reporting, and peacebuilding. Key duties include assessing existing ICT infrastructure and capacity gaps, designing and supporting the installation of networking, data management, and communication systems, and supervising equipment setup. The specialist will develop Standard Operating Procedures (SOPs) for equipment use, system management, and data handling, ensuring integration with early warning systems. Capacity building involves designing and delivering ToT programs on ICT systems, infrastructure, maintenance, and data reporting, along with mentoring staff. Responsibilities also include developing preventive maintenance plans, training staff on troubleshooting, and providing recommendations for long-term sustainability. The role supports the development of digital platforms for early threat detection and real-time reporting, integrating ICT tools for reporting on human safety, economic vulnerabilities, and public health risks. Furthermore, the specialist will develop and maintain interactive dashboards and reports using Power BI, manage data from various sources, build business applications using Power Apps, and ensure data quality and compliance with UNDP standards.
Work Experience
A minimum of three years of relevant experience in Information and Communication Technology (ICT) systems development and deployment is required. This includes proven experience in ICT infrastructure setup and management, training and capacity building (preferably Training of Trainers delivery), and developing dashboards and reports (e.g., Power BI). Experience working with government institutions or training centers is essential. Experience in peacebuilding, security, or development contexts is advantageous. Proficiency in networking, systems administration, digital communication tools, data management platforms, Power BI, SharePoint Online, Power Apps, and Power Automate is expected. Knowledge of Microsoft Azure data services, SQL, and data modeling is a plus.
