Job Purpose
The Board of Inquiry Officer will provide expert guidance to Boards of Inquiry, ensuring timely conclusion of their activities. This role involves enhancing collaboration with key stakeholders across military, police, and civilian components to facilitate the Board's work and promote continuous learning. The officer will monitor the implementation of recommendations to address identified gaps and improve mission processes. Additionally, they will offer expert advice to mission leadership on matters related to Boards of Inquiry, identifying procedural and policy gaps, strengthening internal controls, and improving financial and managerial accountability.
Responsibilities
Liaise with civilian, police, and military components to gather investigation reports and documentation. Establish effective working relationships with stakeholders including military police, legal advisors, and security officers. Review investigation reports to identify gaps and inconsistencies before Board of Inquiry (BOI) convenings. Confirm BOI member availability and manage conflicts of interest. Draft BOI Convening Orders and Terms of Reference for approval. Provide legal and administrative briefings to Board members and ensure confidentiality. Advise Boards during proceedings, ensuring adherence to UN rules and focus on matters under consideration. Offer clerical, logistical, and communication support. Participate in on-site visits and record findings. Coordinate witness interviews and obtain statements. Monitor case progress against deadlines and ensure report integrity, soundness, and completeness. Ensure recommendations are practical and implementable. Submit draft reports for review and communicate feedback. Compile and submit final BOI case files for approval. Draft transmittal memoranda for senior leadership and relevant offices. Follow up on recommendation implementation. Upload case files to databases and notify Conduct and Discipline Team of misconduct findings. Maintain a proactive approach to case management and provide backup support. Ensure timely responses to inquiries and contribute to capacity-building initiatives.
Work Experience
A minimum of 3 years of overall experience is required, with 4 years of relevant experience. Experience in analytical report writing in both English and French is essential. Experience with Boards of Inquiry or similar investigative proceedings is desirable. Familiarity with UN rules and regulations is also advantageous.
