Parity and Coordination Officer
Organizational Context
MONUSCO, established in 1999, operates under the UN Department of Peacekeeping Operations. Its mandate includes supporting the DRC government in protecting civilians, reducing threats from armed groups, and combating sexual and gender-based violence. MONUSCO also aims to stabilize the country by fostering functional state institutions, including security and judicial bodies. Job Purpose
This UNV position within MONUSCO's Gender Affairs Section in Goma supports the implementation of the UN System-Wide Gender Parity Strategy and mission directives. The role focuses on making MONUSCO's functions more gender-responsive across key priorities like civilian protection, peace processes, DDR, stabilization, and Security Sector Reform. The incumbent will contribute to informed policy-making and decision-making by providing data, analysis, and support for gender parity initiatives, ensuring alignment with UNSCR 1325 and other relevant mandates. The position is crucial for advancing gender equality within the mission's operations.
Responsibilities
The Parity and Coordination Officer supports and oversees the implementation of the UN System-Wide Gender Parity Strategy, Mission Leadership Team decisions, and the Gender Affairs annual work plan. Key duties include supporting the implementation of Gender-Responsive Peacekeeping Operations guidance, monitoring progress on parity initiatives with various departments, and collecting/analyzing vacancy data against parity requirements. The role involves preparing regular reports on parity progress, including recruitment data and sex-disaggregated statistics. Additionally, the officer monitors recommendations for creating an enabling workplace for gender parity, supports the rollout of unconscious gender bias trainings, and prepares advocacy materials. The position also serves as a coordination focal point for the Gender Affairs Section, manages knowledge systems, and provides administrative support.
Work Experience
Requires 3 years of relevant experience in implementing and reporting on development programs and initiatives focused on gender mainstreaming and women's rights. Experience with data collection, analysis, reporting, coordination, or monitoring and evaluation is highly desirable. Experience working in a team, with human resources, or in a field setting within the UN or international organizations in Africa is also beneficial.
Skills
Professionalism with expertise in gender equality and women's empowerment, strategic analytical capacity, and experience with gender markers and monitoring gender deliverables. Strong teamwork skills, including collaboration and valuing diverse input. Excellent planning and organizing abilities, with skills in setting goals, prioritizing tasks, managing resources, and anticipating risks. Additional competencies include administration, communication, advocacy, public information, and human resources.
