Junior Programme Officer (Somalia Resilience & Solutions)

Organizational Context

The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. It works with governments and partners to ensure the orderly management of migration, foster international cooperation, and provide humanitarian assistance to migrants, including refugees and internally displaced persons. IOM's mandate covers migration and development, facilitating and regulating migration, and addressing forced migration, with activities spanning international migration law, policy, migrant rights, and health.

Job Purpose

This role supports IOM Kenya's Resilience & Solutions portfolio, focusing on the complex challenges in Somalia-Kenya border communities. These include climate-induced displacement, resource competition, livelihood deficits, and security threats from violent extremist groups. The position contributes to strengthening community resilience, fostering social cohesion, promoting peaceful coexistence, supporting climate change adaptation, and advancing prevention of violent extremism (PVE) initiatives. The work is crucial for coordinated regional responses to population movements and shared environmental pressures in the Somalia-Kenya cross-border areas.

Responsibilities

The Junior Programme Officer will support the implementation of IOM's Resilience & Solutions portfolio in Kenya, with a focus on climate change adaptation, peacebuilding, and community stabilization in the Somalia-Kenya cross-border context, including addressing the impact of PVE. This involves coordinating with relevant IOM units for integrated, conflict-sensitive approaches. The role includes identifying emerging priorities and funding opportunities in climate resilience, community stabilization, durable solutions, and peacebuilding, while engaging with government counterparts, UN agencies, NGOs, and research institutions. Responsibilities also encompass supporting project monitoring (operational, administrative, financial), knowledge management through documenting best practices and lessons learned, and contributing to resource mobilization by assisting in the development of concept notes and project proposals.

Work Experience

A minimum of one month of relevant experience is required. Experience in livelihoods, economic recovery, peacebuilding, durable solutions, disaster risk reduction, climate change adaptation, or PVE is beneficial, as is experience with IDPs, refugees, humanitarian emergencies, or post-conflict environments. Experience engaging with government counterparts and UN agencies, and working in multicultural settings, are strong assets. Previous volunteer experience or experience in different cultures is highly regarded.
