Disability & Gender Equality Analyst
Organizational Context
The United Nations Development Programme (UNDP) in Lao PDR is dedicated to assisting the country in its transition from Least Developed Country (LDC) status and achieving the Sustainable Development Goals (SDGs). UNDP supports the government's capacity building for development planning, focusing on equitable growth, poverty reduction, and environmental sustainability. The office also conducts research on human development to advocate for people-centered policies. Recognizing the barriers faced by persons with disabilities and the impact of gender inequality, UNDP Lao PDR works to advance their rights and inclusion through various initiatives.
Job Purpose
This role supports UNDP Lao PDR's efforts to advance disability inclusion and gender equality, aligning with national development plans and the SDGs. The primary focus (70%) will be on disability inclusion, contributing to the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) and its National Action Plan. The secondary focus (20%) will be on gender equality mainstreaming across UNDP programmes. The remaining 10% will support programme development and resource mobilization. The UN Volunteer will contribute to policy analysis, stakeholder coordination, capacity development, and the creation of knowledge products, ensuring that the rights and needs of marginalized groups, particularly women and girls with disabilities, are addressed.
Responsibilities
The UN Volunteer will support disability inclusion initiatives by mapping national policies and data related to disability, assisting in the day-to-day implementation of activities, and facilitating inclusive consultations and trainings. This includes preparing briefing notes, concept notes, and knowledge products on disability-inclusive governance and accessible public services. The role also involves mainstreaming disability inclusion across UNDP programmes and office operations. For gender equality, the volunteer will support gender analysis, mainstreaming efforts, and gender-responsive consultations, paying attention to marginalized groups. Additionally, the volunteer will assist in collecting and summarizing qualitative and quantitative data, including sex-, age-, and disability-disaggregated data. Programme development support includes drafting concept notes and donor briefs. Cross-cutting tasks involve monitoring and reporting on commitments, contributing to partnerships and communications, and participating in relevant meetings and learning opportunities.
Work Experience
No prior experience is required, but demonstrated interest or experience in disability inclusion, gender equality, human rights, inclusive governance, social protection, or related development programming is highly desirable. Experience working with organizations of persons with disabilities, civil society, government institutions, or UN partners is also beneficial. Skills in policy analysis, data organization, and drafting clear communications are advantageous. Previous volunteer experience or cross-cultural exposure is a plus.
