Child Protection Officer (Reporting)

Organizational Context

MONUSCO, established in 1999 under DPKO, supports the DRC government in protecting civilians and stabilizing the nation. This involves reducing threats from armed groups, combating violence against civilians, and establishing accountable state institutions. The mission aims to improve understanding of human rights violations and inform policy decisions for peacekeeping operations and advocacy efforts in the DRC.

Job Purpose

The UN Volunteer will serve within the Child Protection/Reporting Unit in Goma, focusing on monitoring, documenting, and reporting child protection concerns and grave violations against children. This role involves close collaboration with field teams, partner organizations, and UN agencies like UNICEF. The assignment supports the management of a child protection database to strengthen systems, improve data analysis, and enhance referral pathways for at-risk children, directly contributing to MONUSCO's objectives for child safety, rights, and well-being in conflict.

Responsibilities

Under the supervision of the reporting chief of unit, the UN Volunteer will harmonize data collection and reporting of violations in the child protection database. This includes drafting reports for MONUSCO leadership, the Security Council, and UN bodies, ensuring impartiality, neutrality, and confidentiality. The role involves training staff on reporting standards, verifying information from field offices, and conducting field visits to gather data on grave violations. The volunteer will participate in child disarmament, demobilization, and reintegration (DDR) processes, advise on child protection standards, and liaise with relevant programs. Additionally, the role includes participating in judicial follow-up for children in conflict with the law and perpetrators of grave violations, conducting capacity building for various stakeholders, and ensuring timely referrals of separated children to appropriate agencies for care and reunification.

Work Experience

Requires 3 years of overall experience and 4 years of relevant experience. Must have knowledge of MRM reporting, strong Excel and database skills, and experience in database management, data insertion, extraction, and analysis. Experience in human rights/child rights programming, advocacy, and training is necessary. Field experience in armed conflict situations is required, with experience in UN Peacekeeping Operations or UN Country Offices being highly desirable. Proficiency in Microsoft Office and secure data-entry systems is essential.
