Area Coordinator - Gaza Emergency Response Project

Organizational Context

The United Nations Development Programme (UNDP) Programme of Assistance to the Palestinian People (PAPP) operates under UN General Assembly Resolution 33/147, aiming to improve Palestinian economic and social conditions through concrete projects. UNDP/PAPP works with the Palestinian people to achieve sustainable human development, focusing on resilience, essential service restoration, social cohesion, and recovery. The Area Coordinator will be based in the Gaza Office, supporting integrated humanitarian and early recovery projects.

Job Purpose

The Area Coordinator will support the implementation, monitoring, and coordination of a portfolio of humanitarian and early recovery projects in the Gaza Strip, funded by the Italian Agency for Development Cooperation (AICS) and implemented through local partners. These projects align with UNDP's Early Recovery and Resilience Programme, addressing critical needs in areas affected by conflict and displacement. The role focuses on improving access to shelter, basic services (WASH, health, education), food security, livelihoods, and strengthening protection, psychosocial well-being, inclusion, and social cohesion. The position is crucial for ensuring effective project delivery, quality standards, and achievement of intended results for conflict-affected communities.

Responsibilities

The Area Coordinator will monitor and support project implementation in the assigned geographical area, ensuring progress against work plans and timelines. This includes conducting regular field visits to project sites and partner locations, verifying activity implementation, and identifying/resolving challenges. The role involves serving as the primary field focal point for implementing partners, maintaining communication, and facilitating coordination among them. Quality assurance of project implementation, including site inspections and verification of service delivery standards, is essential. The Coordinator will ensure protection principles, gender equality, and safeguarding measures are integrated into all activities, promoting equitable access to services for vulnerable groups and reporting any concerns. Community engagement, accountability to affected populations, and effective feedback mechanisms will be monitored. Responsibilities also include collecting and consolidating field data, preparing monitoring reports, documenting achievements and lessons learned, and liaising with local authorities, humanitarian actors, and sector coordination mechanisms. Risk management, compliance with UNDP procedures and donor requirements, and partner adherence to standards are key. The role also encourages promoting volunteerism and supporting broader UNV programme objectives.

Work Experience

Requires at least 3-5 years of progressive professional experience in project implementation, field monitoring, coordination, stakeholder engagement, and programme management within humanitarian, early recovery, resilience, or development contexts. Experience with UN agencies or international NGOs is highly desirable. Experience in multi-sector programmes (e.g., WASH, health, education, protection, livelihoods) and coordinating with diverse stakeholders is important. Familiarity with challenging environments and community engagement is beneficial.
