Organizational Context
The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) operates under the UN Department of Peacekeeping Operations. Established in 1999, its mandate includes supporting the Congolese government in protecting civilians, reducing threats from armed groups, and fostering stable, accountable state institutions. MONUSCO is adapting to a complex and deteriorating security environment, particularly in eastern DRC, while preparing for a responsible transition in coordination with national and international partners.
Job Purpose
This UN Volunteer assignment with MONUSCO in Beni, DRC, focuses on supporting the mission's stabilization efforts through infrastructure development. The role involves leading the planning, design review, and implementation of civil, architectural, and infrastructure construction projects. The Civil Engineer/Architect will provide technical oversight throughout the project lifecycle, ensuring compliance with standards and effective coordination of multidisciplinary teams. The position contributes to the mission's core responsibilities, including civilian protection and the establishment of functional state institutions, by ensuring the development of safe and sustainable infrastructure in a challenging operational environment.
Responsibilities
Lead the planning, design review, and implementation of civil, architectural, and infrastructure construction projects in Beni, DRC. Provide technical oversight from feasibility assessments to project close-out, including design validation, procurement, and construction supervision. Coordinate multidisciplinary engineering teams, monitor performance, and ensure timely delivery. Review engineering drawings, specifications, BoQs, and tender documentation. Prepare and review structural calculations and technical specifications for various construction materials, ensuring compliance with standards. Supervise contractors and consultants, ensuring adherence to designs and contractual requirements. Establish and monitor quality assurance/control procedures and conduct site inspections. Perform preliminary site investigations, surveys, and environmental/engineering risk assessments. Ensure compliance with environmental safeguards and sustainability principles in infrastructure development. Support procurement and contract management by providing technical inputs and cost estimates. Monitor project progress, verify payments, and maintain comprehensive engineering records. Contribute to technical reporting and results-based management. Provide technical guidance and capacity building to junior staff and partners. Brief senior management on progress, risks, and compliance issues.
Work Experience
Minimum of 3 years of required experience and 6 years of relevant experience in infrastructure engineering, construction management, architectural design, or building programs. Experience in project planning, design review, construction supervision, and contract administration for civil, structural, and architectural projects, preferably in field or post-conflict settings. Experience preparing technical documentation (drawings, BoQs, specifications, tenders) and knowledge of QA/QC procedures are essential. Experience in humanitarian, development, or UN field operations is an asset. Fluency in English is required.
