Organizational Context
The United Nations Development Programme (UNDP) supports developing countries with advice and advocacy for grants. In the Democratic Republic of the Congo, increasing digitalization makes access to and understanding of digital regulations crucial. The Digital Code is a key legal framework, but public awareness is low. A national campaign aims to bridge this gap by mobilizing 2,000 community volunteers to disseminate information about the Code.
Job Purpose
This assignment aims to increase citizen awareness and promote responsible digital culture in the Democratic Republic of the Congo. Volunteers will act as community relays to disseminate information about the national Digital Code, which regulates digital usage, protects user rights, and promotes a secure digital environment. The campaign seeks to ensure that a large portion of the population understands the Code's provisions, thereby fostering informed participation in the increasingly digital landscape of the country. The role involves direct community engagement and information sharing.
Responsibilities
Volunteers will be responsible for raising community awareness about the Digital Code's content. This includes organizing outreach sessions, both in-person and digital, and producing/distributing awareness materials via social media, posters, and short videos. They will translate and adapt messages into local languages to ensure broad comprehension. Volunteers will also mobilize youth, community leaders, and local actors around digital issues, identify challenges related to digital use in their communities, and collect data on activities. Regular reporting and participation in training and coordination sessions are also required.
Work Experience
While not strictly required, experience in community mobilization, awareness campaigns, or previous volunteer work is considered an asset. Volunteers should be proficient in using basic social media and digital tools, possess good communication and teamwork skills, and have a strong understanding of their local community.

Key skills include strong communication abilities, community mobilization, digital literacy (social media and basic tools), adaptability, and teamwork. A genuine interest in digital technology, digital citizenship, or community engagement is essential. Fluency in French is required, with basic knowledge of Lingala, Swahili, or Tshiluba being desirable.
