Organizational Context
The United Nations Development Programme (UNDP) Brazil supports sustainable development by eradicating poverty and reducing inequality. The Sustainable Environmental Development Unit (UDAS) strengthens the environmental portfolio, focusing on biodiversity, climate change, and sustainable production. Brazilian biodiversity, particularly in the Atlantic Forest biome, faces significant threats. Rio de Janeiro plays a crucial role in its conservation. The State Biodiversity Strategy and Action Plan (EPAEB-RJ) aims to guide conservation efforts, requiring strengthened institutional, regulatory, and financial foundations for effective implementation.
Job Purpose
This role supports the implementation of Project BRA/25/011, focusing on the integrated management of Atlantic Forest landscapes in Rio de Janeiro. The specialist will provide technical and political support for the formulation, implementation, and monitoring of projects related to biodiversity, climate change, and sustainable production. Key contributions include strengthening planning, governance, and economic/financial instruments for biodiversity. The position aims to consolidate technical foundations for decision-making and resource mobilization, ensuring the effective implementation of the State Biodiversity Strategy and Action Plan (EPAEB-RJ) and aligning with BIOFIN methodology principles.
Responsibilities
The UN Volunteer Specialist will provide technical advice on finance and biodiversity finance at national and subnational levels, supporting the implementation and adaptation of the BIOFIN methodology. Responsibilities include analyzing financial, fiscal, regulatory, and institutional instruments for biodiversity policies, and coordinating with government bodies and stakeholders. The role involves designing and qualifying financial instruments such as PES schemes and environmental funds, and evaluating alternatives like impact funds and blended finance. The specialist will also conduct technical reviews of studies, structure financial mechanisms, and provide recommendations on feasibility and governance. Additionally, they will support project strategy execution, update technical factsheets, and review work plans. A key aspect is the technical supervision of consultants for BIOFIN analytical studies and EPAEB-RJ monitoring/communication, ensuring quality assurance of deliverables, methodological robustness, and analytical consistency. The role also involves contributing to knowledge management and ensuring alignment with SDGs and UN principles.
Work Experience
A minimum of four years of professional experience is required in economics, sustainable finance, economic and financial analysis, and the implementation of public policies for biodiversity. Experience in developing and evaluating financial instruments (e.g., thematic bonds, investment funds), public finance analysis, and familiarity with biodiversity conservation initiatives, particularly in the Atlantic Forest biome, is essential. Experience working with government or development institutions and strong analytical/writing skills are also necessary.
