Job Purpose
This role supports the "Strengthening the Integrated and Sustainable TB/HIV Response in Bolivia 2026-2027" project, implemented by the Ministry of Health and Sports in coordination with UNDP. The objective is to bolster the national response by expanding comprehensive TB/HIV services, integrating them within the Single Health System (SUS), and ensuring sustainability. The position is crucial for effective implementation of combined HIV prevention strategies, including PrEP and PEP, and for enhancing differentiated services for key populations. The Medical Technical Professional will ensure effective coordination between community services and the health system, adherence to technical protocols, and improved continuity of care, ultimately optimizing early linkage, treatment retention, and comprehensive follow-up for individuals.
Responsibilities
The UN Volunteer will support the implementation, expansion, and consolidation of the pre-exposure prophylaxis (PrEP) strategy in prioritized health facilities, ensuring correct application of clinical protocols for PrEP users. This includes identifying operational gaps, proposing improvements, and supporting clinical follow-up, adherence monitoring, and adverse event management. The role involves verifying compliance with follow-up schemes (HIV, STI, renal function, viral load tests) and contributing to strategies for identifying and re-engaging individuals lost to follow-up. The volunteer will facilitate the effective integration of HIV, STI, and viral hepatitis prevention, diagnosis, treatment, and follow-up services, supporting coordination between clinical, laboratory, and community levels. This includes promoting referral and counter-referral mechanisms and monitoring related indicators. The position requires analyzing programmatic information to identify coverage gaps, cascade of care failures, and areas for improvement, generating technical alerts, and systematizing data from national monitoring systems. Regular technical reports on PrEP coverage, adherence, retention, integrated service performance, and programmatic gaps will be produced. The role also involves supporting training for health personnel, standardizing procedures, identifying technical strengthening needs, and fostering collaboration with national programs, health services, civil society, and implementing partners.
Work Experience
A minimum of 3 years of overall relevant experience is required, with 5 years of general experience in health services, public health programs, or clinical care. Specific experience should include at least two years in health supply chain management. Additionally, at least one year of experience is needed in implementing or monitoring HIV prevention strategies, clinical care for HIV/STI patients, PrEP implementation, combined prevention, programmatic monitoring, or work within HIV/STI/hepatitis programs. Experience with international cooperation projects or externally funded programs is also required for at least one year.
