Organizational Context
The United Nations Development Programme (UNDP) in Bolivia supports national and subnational capacity building to achieve Sustainable Development Goals (SDGs), human rights, and gender equality. As the Principal Recipient for Global Fund resources for Tuberculosis (TB) and HIV programs, UNDP manages interventions to improve TB detection, diagnosis, treatment, and follow-up. The assignment supports the implementation and strengthening of the TB Big Cities Strategy, aligning with national health programs and subnational actors.
Job Purpose
This role supports the "Strengthening the Integrated and Sustainable TB/HIV Response in Bolivia" project, aiming to reduce the burden of tuberculosis and its social determinants. The volunteer will focus on implementing, adapting, and strengthening the TB Big Cities Strategy by analyzing information, identifying gaps, monitoring interventions, and generating evidence for decision-making. This involves close coordination with the National Program for Infectious Diseases (PNEI) and subnational health actors to improve the detection, diagnosis, treatment, and follow-up of tuberculosis cases, particularly drug-resistant TB and adverse drug reactions.
Responsibilities
The UN Volunteer will monitor drug-resistant tuberculosis (TB/DR), adverse drug reactions (RAFA), and special cases at the departmental level, coordinating with the National Program for Infectious Diseases (PNEI). Responsibilities include monitoring the clinical-programmatic management of TB/DR patients, analyzing clinical and programmatic data for decision-making, and managing data quality for TB/DR and special cases. The volunteer will compile patient registries and databases, ensuring data accuracy and consistency. Tasks also involve validating health facility data, organizing and conducting training for health personnel on TB/DR and RAFA management, and strengthening technical capacities. Planning and executing departmental activities, conducting supervision visits to health facilities, and evaluating care quality are key. The role includes organizing departmental TB/DR committees, reviewing clinical records for treatment regimens, coordinating with national and departmental laboratories, and ensuring timely provision of antituberculosis supplies. The volunteer will also articulate actions with health system actors for comprehensive patient care, prepare periodic technical reports, monitor indicators, and generate evidence for departmental and national decision-making.
Work Experience
A minimum of 5 years of general work experience in public health is required. Specific experience of at least 3 years in tuberculosis, with an emphasis on drug-resistant TB (TB/DR) and anti-tuberculosis drug adverse reactions (RAFA), or clinical management of tuberculosis patients, is necessary. Knowledge of national TB regulations, current health programs, and therapeutic regimens for drug-resistant TB is also required.
