Organizational Context
The United Nations Development Programme (UNDP) has been present in Bolivia since 1974, working to close development gaps and ensure no one is left behind. Aligned with national development plans and the Sustainable Development Goals, UNDP Bolivia supports sustainable, inclusive, and poverty-fighting development. The agency strengthens national and subnational capacities, promotes human rights and gender equality, and manages Global Fund resources for TB and HIV programs through its Project Execution Unit.
Job Purpose
This assignment supports the implementation, adaptation, and strengthening of the Urban TB Strategy component within the "Strengthening the Integrated and Sustainable TB/HIV Response in Bolivia" project. The role involves analyzing information, identifying gaps, monitoring interventions, and generating evidence for decision-making in coordination with the National Program for Infectious Diseases (PNEI) and subnational actors. The objective is to contribute to reducing the burden of tuberculosis and its social determinants by fostering articulated efforts between multisectoral management levels and civil society, respecting human rights to improve the quality of life for affected individuals and the general population.
Responsibilities
Under the supervision of the National Program for Infectious Diseases, the UN Volunteer will conduct a diagnosis of the tuberculosis situation within the Urban Strategy framework and develop a regional operational plan. Key tasks include supporting the implementation, monitoring, and adaptation of the Urban Strategy and Continuous Quality Improvement Cycles. The volunteer will identify programmatic and operational gaps in urban settings, develop differentiated actions based on local contexts, and monitor key TB indicators. Responsibilities also involve analyzing data for programmatic decisions, generating technical reports on strategy progress, and contributing to active detection strategies. The role includes identifying actions to improve diagnosis, timely treatment initiation, and treatment success, with a focus on prioritized populations such as the homeless, migrants, incarcerated individuals, children, and indigenous peoples. Collaboration with PNEI, departmental health services, municipalities, and other actors is crucial, as is participating in technical meetings and coordinating with local stakeholders.
Work Experience
A minimum of 5 years of general work experience in health-related fields is required. Specifically, 3 years of experience in tuberculosis programs or public health programs is essential. Desirable additional knowledge includes national TB regulations, current health programs, epidemiological surveillance, health indicator management, and specific experience with drug-resistant TB, adverse drug reactions, and special cases like TB-HIV, diabetes, and childhood TB.
