Job Purpose
The UNDP in Bolivia seeks a Logistics Management Technical Professional to strengthen national and sub-national capacities in achieving Sustainable Development Goals, human rights, and gender equality. This role is crucial for supporting the national response to HIV and tuberculosis, addressing critical gaps in diagnosis, treatment, and care, particularly for vulnerable populations. The position will focus on optimizing the supply chain for essential medicines, reagents, and supplies, which is vital for ensuring service continuity, improving health outcomes, and contributing to the sustainable control of HIV and TB epidemics in the country. The professional will provide specialized technical support in logistics and distribution processes.
Responsibilities
Under the supervision of the National Program Manager for Infectious Diseases, the Logistics Management Technical Professional will provide specialized technical support for the planning, monitoring, control, and strengthening of the supply chain for medicines, reagents, and strategic inputs for the National Program on Infectious Diseases (including Leprosy, Influenza, STIs/HIV/AIDS-HV, and Tuberculosis). Key functions include:
Supporting the selection, programming, and acquisition of medicines, inputs, and reagents based on epidemiological profiles and resource availability.
Ensuring compliance with Good Storage Practices (GSP) in warehouses and health facilities, monitoring storage conditions, and proposing corrective actions.
Managing and tracking the distribution of medicines and supplies, applying the FEFO principle, ensuring proper documentation, and coordinating with national and departmental health entities.
Promoting the rational use of medicines and supporting continuous inventory monitoring, stock level analysis, and consumption tracking.
Analyzing logistical information, generating reports on stock levels and supply status, and identifying risks of stock-outs.
Coordinating operations with the National Program for Infectious Diseases, Departmental Health Services (SEDES), the National Health Supply and Procurement Center (CEASS), health facilities, and implementing partners.
Facilitating the inclusion/exclusion of medicines and medical devices in national lists and supporting quality control processes for medicines.
Work Experience
A minimum of 5 years of general experience is required. Specific experience of at least 3 years is needed in pharmaceutical supply chain and logistics management, procurement, distribution, inventory control, warehouse management, and working with HIV, STI, viral hepatitis, or public health programs. One year of experience with international cooperation projects or externally funded programs is desirable. Knowledge of national health regulations, public health systems, and logistics management information systems is also beneficial.
