Organizational Context

UNFPA, the United Nations sexual and reproductive health agency, aims to achieve universal access to sexual and reproductive health, reproductive rights, and reduce maternal mortality. In Angola, UNFPA supports national development plans and international commitments by strengthening capacities for generating and utilizing population data. This involves enhancing data systems and evidence generation at all levels, integrating population dynamics and megatrends into policies, and advancing sexual and reproductive health and rights. The work is done in partnership with the National Institute of Statistics and the Ministry of Planning.

Job Purpose

The Population and Development Monitoring and Evaluation Officer will support UNFPA's Country Office in Angola to strengthen national capacities in generating and using population data for policy and program development. The role involves enhancing the country office's monitoring and evaluation mechanisms and result-based management. A key focus is on improving data systems and evidence generation at national, provincial, and municipal levels by 2028, integrating population dynamics and emerging trends into development policies, particularly for sexual and reproductive health and rights. The position contributes to evidence-based policy-making and supports UNFPA's internal M&E functions in coordination with program and operations colleagues.

Responsibilities

The incumbent will support data and evidence generation by analyzing demographic data, preparing reports, and assisting in organizing training sessions on population data. Responsibilities include supporting the Monitoring and Evaluation (M&E) workstream, ensuring quality assurance of donor reports, and contributing to evaluations. The role also involves contributing to policy and program development by monitoring workplans with national partners and strengthening M&E frameworks for UNFPA programs. Additionally, the officer will support partnerships and coordination with key stakeholders like the National Institute of Statistics and the Ministry of Planning, and contribute to knowledge management by ensuring quality assurance of publications. The role also includes undertaking additional duties as assigned by the supervisor.

Work Experience

Requires 3 years of relevant experience. This includes strong analytical and research skills for interpreting demographic and statistical data, and excellent written and verbal communication in English. Proficiency in statistical software (SPSS, Stata, R) is an asset. Solid computer literacy, including Microsoft Office, is expected. Knowledge of population and development issues in Angola or Africa, and M&E experience are advantageous.
