Health Financing and Investment Coordination Expert
Organizational Context
The World Health Organization (WHO), a UN specialized agency since 1948, aims to achieve the highest possible level of health for all peoples. The WHO Regional Office for Africa supports Member States in strengthening health systems and advancing universal health coverage. The Health Financing and Governance Team provides technical support on health financing reforms, economics, and investment mobilization for primary health care, playing a key role in the Health Impact Investment Platform (HIIP).
Job Purpose
This assignment supports the operationalization of the Health Impact Investment Platform (HIIP) within the WHO Regional Office for Africa. The role focuses on strengthening data-driven analysis, facilitating coordinated engagement among country offices, regional teams, and partners, and developing technical outputs to inform policy dialogue and decision-making. The expert will contribute to mobilizing and coordinating investments in primary health care-oriented health systems by supporting countries in developing investment cases, strengthening financing strategies, and aligning partners around high-impact interventions, thereby increasing analytical and coordination demands on the team.
Responsibilities
The UN Volunteer will support analytical work on primary health care financing and investment trends to inform HIIP engagement and contribute to identifying and prioritizing country pipelines for health investment opportunities. Responsibilities include coordinating between WHO country offices, regional teams, and partners involved in HIIP implementation, and assisting in the preparation and review of country diagnostic notes, concept notes, and investment proposals. The role also involves providing technical support to countries for developing primary health care investment plans, including costing and financing gap analysis, and strengthening the production of technical outputs like reports and briefs. Additionally, the volunteer will support monitoring and reporting of HIIP activities, organize consultations and knowledge-sharing events, and contribute to internal technical reviews and publications.
Work Experience
Requires at least 7 years of professional experience at national and/or international levels in health financing, health economics, or health systems strengthening, preferably in low- and middle-income countries. Experience supporting analytical work, policy processes, investment initiatives, health financing reforms, or investment planning is essential. Strong analytical, quantitative, communication, and coordination skills are necessary. Proficiency in MS Office and database management is expected.
