EU Contracting Analyst

Job Purpose
This role supports the Contract Management Unit (CMU) within the UNDP Representation Office in Brussels. The primary purpose is to facilitate the effective implementation of EU-funded operations managed by UNDP in around 140 countries. The analyst will assist UNDP offices and implementing units in understanding and adhering to EU contractual frameworks, milestones, and reporting requirements. This involves supporting resource mobilization, reviewing proposals, ensuring compliance, and managing financial and administrative aspects of projects. The position contributes to strengthening the strategic partnership between the EU and UNDP by ensuring smooth project execution and compliance with both organizations' procedures.
Responsibilities
The EU Contracting Analyst will support resource mobilization and revise EU proposals for compliance with contractual frameworks. They will assist UNDP offices in understanding and meeting EU contractual milestones and implementation requirements, including verifications. The role involves securing clearance for agreements sent to the Brussels Office and overseeing the collection and analysis of data on the EC-UN/UNDP partnership, including scanning EU-funded opportunities. The analyst will liaise with Country Offices and Regional Bureaux, guiding them during verifications and formulating responses to findings. Support will be provided for financial and administrative aspects of EU-funded projects, ensuring adherence to both UNDP and EU requirements. This includes reviewing budgets and financial reports, maintaining project data, and supporting training and events to promote EU compliance.
Work Experience
A minimum of three years of overall work experience is required. This includes at least one year of proven experience in finance, accounting, and budget monitoring. Experience with European Union funding instruments, contractual aspects, financial management, and reporting is mandatory. Experience in field audit or legal activities is a distinct advantage. Strong analytical skills and computer literacy, particularly in Microsoft Office Suite and accounting systems, are essential.
Skills
Proficiency in office IT applications (Excel, Word, PowerPoint, Outlook) is required. Knowledge of EU external funding streams and institutions is essential. Excellent written and oral communication skills in English are necessary. The ability to analyze data, identify discrepancies, work under pressure, meet deadlines, and pay attention to detail is crucial. Demonstrating integrity, objectivity, and adaptability in a multicultural environment is also important.
