UNICEF Marshall Islands

Programme Coordination and Partnerships Officer

NUNV-S
Organizational Context
UNICEF Pacific supports the Republic of the Marshall Islands (RMI) in key areas like Education, Child Protection, and WASH. Despite no fixed office in Majuro, programme implementation is managed remotely. RMI, a dispersed small island developing state, faces complex operational delivery due to remoteness and limited infrastructure. UNICEF is expanding its presence, requiring dedicated coordination support to ensure programme alignment, efficiency, and coherence across multiple sectoral interventions.
Job Purpose
This UNV assignment aims to strengthen cross-sectoral coordination and enhance collaboration among stakeholders within the Republic of the Marshall Islands (RMI). The role will support the effective and timely delivery of UNICEF's programme results for children, focusing on key areas such as Education, Child Protection, and WASH. The position is crucial for ensuring alignment, efficiency, and coherence across multiple sectoral interventions, especially given the operational complexities of RMI's dispersed geography and limited infrastructure. The volunteer will contribute to strengthening the overall programme footprint and facilitating smoother implementation through improved coordination mechanisms.
Responsibilities
The Programme Coordination and Partnerships Officer will support the overall coordination of UNICEF programmes across sectors (Education, Child Protection, Health and Nutrition, WASH) in RMI. Key duties include facilitating communication and collaboration among UNICEF teams, government counterparts, and partners. The role involves tracking implementation progress, identifying bottlenecks, and proposing solutions. Responsibilities extend to supporting planning, monitoring, and reporting processes, including annual workplans and donor reporting. The officer will assist in organizing coordination meetings, missions, and field visits, and strengthen linkages between technical consultants and programme priorities. Strategic alignment of sectoral interventions with UNICEF Country Programme priorities and donor requirements is essential. The role may also involve supporting emergency response coordination, data consolidation and analysis for decision-making, and documenting lessons learned and good practices. Logistical and operational coordination support for programme implementation and missions is also required.
Work Experience
A minimum of three years of relevant professional experience is required, specifically in programme coordination and/or development projects. Experience working with government counterparts and development partners is essential. Strong organizational, coordination, reporting, and documentation skills are necessary. The ability to work independently in a remote and challenging duty station, coupled with strong interpersonal and cross-cultural communication skills, is highly desirable. Familiarity with Pacific island contexts and a basic understanding of UNICEF programme areas are also beneficial.
Skills
Key competencies include accountability, adaptability, flexibility, creativity, sound judgement, decision-making, planning, organizing, professionalism, and self-management. Technical skills and expertise areas encompass project management, programme development, strategy, administration, and community development. Excellent oral and written communication skills are also vital for effective collaboration and reporting.
