Job Purpose
This role supports the Ministry of Education and Sports (MoES) in Nepal, specifically the Development Assistance Coordination Section (DACS), to strengthen institutional systems and coordination mechanisms for the School Education Sector Plan (SESP) and Sector Wide Approach (SWAp). The assignment focuses on institutionalizing functions previously supported by external technical assistance, enhancing government ownership of coordination processes, and improving engagement with development partners. The goal is to ensure that coordination and partnership functions are embedded within government systems for sustainable implementation of education sector priorities, contributing to improved governance, planning, and learning outcomes.
Responsibilities
The UN Volunteer will support the MoES DACS in strengthening and institutionalizing systems for SESP coordination, planning, and monitoring. This includes documenting and operationalizing standard operating procedures and knowledge management systems. The role involves facilitating communication and coordination between MoES, development partners, and other stakeholders, and supporting the transition to the second phase of the SESP. Key responsibilities include supporting the implementation and monitoring of the Common Framework for Technical Assistance to strengthen government leadership, assisting in consolidating capacities developed through external support, and enhancing coordination between federal, provincial, and local government actors. The volunteer will also support sector reviews, prepare analytical summaries and knowledge products, and contribute to strengthening the use of data for decision-making and resource mobilization.
Work Experience
A minimum of three years of relevant professional or volunteer experience is required. This experience should be in areas such as program or policy coordination, partnership or stakeholder engagement, institutional strengthening, capacity development, monitoring and reporting, research and analysis, or knowledge management. Experience in the education sector or supporting government institutions is desirable.
