Job Purpose
Guinea, a lower-middle-income country, faces significant challenges in child development, ranking 178th on the Human Development Index in 2023. UNICEF has partnered with the government and various organizations since 1984 to improve conditions for children, who constitute 51% of the population. The 2024-2028 country program envisions a Guinea where vulnerable children, especially adolescent girls, have equitable access to essential social services and quality social protection, reaching their full potential amidst climate-related vulnerabilities and emergencies. This assignment supports the UNICEF Guinea office in achieving this vision by strengthening planning, monitoring, and evaluation efforts to ensure effective program delivery and impact for Guinean children, particularly in response to ongoing challenges like natural disasters.
Responsibilities
The International UN PME Officer will provide technical support for program performance monitoring, ensuring indicators are identified and adjusted within Integrated Monitoring and Evaluation Plans (IMEPs) and Annual Work Plans. This includes coordinating with partners to design monitoring systems, standardize data collection/analysis, and provide professional input to management reports, with a focus on humanitarian response. The role involves monitoring fieldwork and data management quality, disseminating findings, ensuring participatory feedback to stakeholders, and tracking management responses to evaluation recommendations, submitting them to the Country Management Team and NYHQ. Furthermore, the officer will collaborate with partners to implement capacity-building strategies for UNICEF/UN staff and national institutions, particularly strengthening national evaluation associations. The position ensures the Country Office and national partners have timely and accurate data on socio-economic trends and program impact, quality information to assess progress against annual work plans, and that UNICEF-supported reporting meets UN quality standards for improved program performance and learning. Finally, the role strengthens the planning, monitoring, and reporting capacities of CO staff and national partners, enabling their increased engagement and leadership in these processes.
Work Experience
A minimum of three years of professional work experience at national and/or international levels in the Planning, Monitoring, and Evaluation (PME) sector is required. Exposure to emergency programming, including preparedness planning and active involvement in humanitarian crisis response programs, is preferred and considered an asset.
