Job Purpose
This role supports the Research, Assessment and Monitoring (RAM) area within WFP Venezuela's Programme Unit. The primary purpose is to strengthen and develop action plans for Accountability to Affected Populations (AAP) and Protection from Sexual Exploitation and Abuse (PEASE), with a focus on People-Centered Programming. The incumbent will provide specialized technical support for training implementers, service providers, and WFP staff. Key contributions include field monitoring of PEAS and AAP activities, conducting protection risk analyses, and facilitating community engagement and consultations. The role also involves coordinating with key stakeholders, strengthening field-based PEAS focal points, and generating recommendations to integrate AAP and PEAS across WFP offices, aligning with the country's strategic plan and evidence-based approaches.
Responsibilities
The RAM Programme Assistant will lead the development and implementation of capacity-building plans for WFP staff, partners, and community committees on AAP and PEAS, utilizing innovative learning methods and promoting knowledge sharing. Regular training will be provided to partners and committees on AAP and PEAS, grounded in People-Centered Programming and principles of meaningful participation and do no harm. The role involves conducting risk analyses for AAP, Protection, and PEAS, identifying emerging risks, and producing reports with technical and programmatic recommendations. The incumbent will support the development of risk mitigation plans in coordination with relevant units and partners, promoting their integration into partner safeguard plans. Facilitating focus groups, interviews, and community consultations to gather input for programmatic design and implementation is crucial, ensuring the safe and informed participation of diverse groups. The position also contributes to adapting communication strategies for Protection and PEAS messages, supporting the development of strategies for service providers and national institutions, and overseeing the Community Feedback Mechanism (CFM) and findings escalation strategy. Updating service mapping for protection and PEAS referral pathways and supporting indicator reporting are also key duties.
Work Experience
A minimum of 3 years of professional work experience at the national or international level in PEAS and AAP or related programs is required. Experience in humanitarian or development sectors, including risk analysis, capacity building, and community consultations, is advantageous. A solid understanding of the Venezuelan context, cultural sensitivity, and intersectional approaches is important. Familiarity with AAP, protection, PEAS concepts, and People-Centered Programming is essential. Strong organizational, community relations, and capacity-building skills are necessary.
