UNDP also supports a Model on Economic Self-Reliance for Youth, including those with disabilities, requiring a robust legal framework.
Job Purpose
Ukraine faces new challenges from intensified war, necessitating urgent recovery. This project, a Japan-UNDP partnership, aims to catalyze recovery and strengthen resilience against war-induced destruction and displacement. It promotes Human Security through immediate, coordinated, multi-sectoral responses, leveraging Japan's expertise for recovery. The approach focuses on essential basic services, socio-economic resilience, and transparent recovery processes, demonstrating a "Co-Creation" model for public-private partnerships. A key challenge is youth's limited access to economic opportunities, especially for those with disabilities. The assignment supports developing a Model on Economic Self-Reliance for Youth, creating an integrated pathway from education to employment and entrepreneurship, requiring a coherent legal and regulatory framework consistent with Ukrainian and international standards.
Responsibilities
The Legal and Regulatory Expert will provide high-level legal expertise to develop and implement the Model on Economic Self-Reliance of Youth. Key responsibilities include: **Legal and Regulatory Framework Development**: Drafting normative provisions for the Youth Economic Self-Reliance Model, defining its concept, objectives, implementation, governance, financing, and M&E. Develop regulatory provisions for youth employment, skills, entrepreneurship, disability inclusion, and intersectoral coordination. Define roles of authorities and interagency mechanisms. Ensure consistency with national, international, and European standards. Conduct legal review of relevant frameworks. **Development of Supporting Legal Documentation**: Prepare explanatory notes, legal analyses, comparative reviews, and other documents for draft normative acts. Develop accompanying materials for interagency review, including financial justifications and regulatory impact assessments. Support consultation materials and responses to stakeholder feedback. Ensure legal coherence and quality. **Expert Advisory and Policy Support**: Offering legal and regulatory advice on institutional arrangements and policy options for youth economic self-reliance. Identify legislative gaps and opportunities. Contribute legal expertise to multidisciplinary discussions on youth policy, employment, and disability inclusion. Formulate recommendations for the Model's sustainability and implementation. **Stakeholder Engagement and Coordination**: Participate in technical consultations, working groups, and stakeholder discussions. Collaborate with government institutions, legal experts, youth policy specialists, disability inclusion stakeholders, and development partners. Support integration of feedback into legal documents and disseminate legal/policy findings.
Work Experience
A minimum of 7 years of relevant professional experience is required. This includes at least 3 years in drafting legal and regulatory acts, governmental resolutions, policy concepts, or other regulatory instruments for central government institutions at the national level. Proven experience in preparing supporting legal documentation such as explanatory notes, legal analyses, and regulatory impact assessments is essential. Desirable experience includes supporting the development of documents for the Cabinet of Ministers of Ukraine and strong knowledge of Ukrainian legislative drafting procedures, national legislation, international legal instruments, European standards, and human rights-based approaches. Experience in youth policy, employment, entrepreneurship, or disability inclusion is also highly desirable.
