In Bangladesh since 1974, UNFPA's 10th Country Programme (2022-2026) targets ending unmet family planning needs, preventable maternal deaths, and gender-based violence (GBV). This UNV role supports the UNFPA Bangladesh Gender Unit's "Inclusive Services and Opportunities" project. Led by MoWCA and funded by the World Bank, the project addresses high GBV risks in the Chattogram Division, a region facing humanitarian, poverty, and climate vulnerabilities.
Job Purpose
The National UN Volunteer will serve as a key focal point, providing high-quality technical support to the Ministry of Women and Children Affairs (MoWCA) for the smooth implementation of the "Inclusive Services and Opportunities (ISO) for Human Capital Development and Livelihood" project. This assignment aims to address the elevated risks of Gender-Based Violence (GBV) in the Chattogram Division, a region facing complex humanitarian, poverty, and climate-vulnerable contexts, including the Rohingya refugee population. The volunteer will support facility-based staff, such as One Stop Crisis Centres and Regional Trauma Centres, in delivering essential, survivor-centered GBV response services. Based in Dhaka with extensive travel across Chattogram, the role involves direct reporting to the GBV Programme Specialist and Chief of Gender, while coordinating closely with relevant units in Dhaka and Cox’s Bazar to ensure effective project delivery and impact.
Responsibilities
The National UN Volunteer will serve as the operational focal point, providing comprehensive technical support and ensuring effective programme implementation. This includes preparing work plans and budgets in collaboration with NGO implementing partners (IPs) and the Project Implementation Unit (PIU)/MoWCA, and supporting the day-to-day execution of ISO project interventions. The volunteer will offer technical guidance to IPs to maintain quality deliverables, coordinate field-level GBV referral pathways for the Chattogram Division, and liaise with IPs to ensure human resource deployment to GBV response facilities. Additionally, the role involves supporting the National Programme Officer-Gender on GBV projects with the Department of Women Affairs. Key responsibilities also encompass capacity development and training facilitation. The volunteer will collaborate with PIU, MoWCA, and NGO IPs to plan and organize capacity-building training for staff at facilities like One Stop Crisis Centres and Regional Trauma Centres. This includes assisting in the adaptation and rollout of capacity-building modules, administering assessments to evaluate training effectiveness, and providing technical support for localizing SOPs and tools for GBV case management. Furthermore, the volunteer will be responsible for robust monitoring, evaluation, and reporting. This entails preparing regular project progress reports for the government and donors, maintaining trackers for capacity-building activities, and ensuring result-based monitoring of both program and financial progress. Regular field visits to project sites across Chattogram Division will be conducted to draft evidence-based recommendations. The volunteer will also assist the Communications team in identifying and drafting success stories and visibility materials.
Work Experience
A minimum of 7 years of professional experience in development or population activities is required, with specific expertise in project support, capacity development, or budget/programme tracking. Candidates should have practical experience in developing and delivering training modules on life skills, women's empowerment, gender, or gender-based violence (GBV). A clear understanding of survivor-centered approaches, ethical standards, and human rights frameworks is essential. Experience coordinating with government, NGOs, civil society, and community stakeholders, along with a strong track record in report writing, data gathering, and project presentations, is also necessary. Excellent proficiency in both English and Bangla is mandatory. Experience in GBV case management and referral, operational knowledge of the Development-Humanitarian Nexus, and familiarity with international GBV guidelines are desirable assets.
