UNDP Ukraine supports strategic capacity development for inclusive growth and sustainable human development, aligning with the 2030 Agenda and SDGs. Following the 2022 invasion, UNDP partnered with the UN Team of Experts to strengthen national criminal accountability mechanisms for conflict-related sexual violence (CRSV). This collaboration, guided by a Framework of Cooperation with the Government of Ukraine, aims to enhance the justice system's capacity for victim-centered investigations and prosecutions of CRSV cases.
Job Purpose
The full-scale invasion of Ukraine has led to widespread reports of war crimes, including conflict-related sexual violence (CRSV). In response, the UN, through the SRSG-SVC, established a Framework of Cooperation with the Government of Ukraine to prevent and respond to CRSV. This assignment's purpose is to assist the CRSV Specialized Unit within the Office of the Prosecutor General in implementing the second stage of an evidence management system. This system is crucial for facilitating the effective investigation and prosecution of complex CRSV cases. The role contributes to strengthening national criminal accountability mechanisms and enhancing the Ukrainian justice system's capacity to conduct victim/survivor-centred, gender-sensitive, and trauma-informed investigations and prosecutions, building on a partnership between UNDP Ukraine and the UN Team of Experts.
Responsibilities
The Database Analyst will support the CRSV Specialized Unit in the Office of the Prosecutor General by implementing an evidence management system for war crimes. Key duties include processing, structuring, analyzing, and interpreting large volumes of data, such as digital evidence, testimonies, and criminal case materials. Responsibilities involve working with analytical software like Palantir and Intella Investigator (after training), performing data entry, validation, and organization, and demonstrating advanced proficiency in Microsoft Excel for data analysis, including complex formulas, pivot tables, and visualization. The analyst will conduct Open-Source Intelligence (OSINT) research to identify, verify, and analyze publicly available information for criminal proceedings. Further tasks include preparing comprehensive analytical reports and intelligence summaries for war crimes and crimes against humanity, ensuring accuracy and evidentiary relevance. The role requires supporting prosecutors and investigative teams by identifying patterns, links, and trends within datasets, including communication records and geospatial data. The analyst will assist in developing analytical methodologies, optimizing data processing workflows, and ensuring proper documentation, data integrity, and compliance with legal standards for sensitive information. Collaboration with cross-functional teams, including investigators, prosecutors, and IT specialists, is essential for effective information exchange and case support. Additional analytical and organizational tasks may be assigned by the leadership of the relevant department within the Office of the Prosecutor General.
Work Experience
A minimum of three years of relevant work experience is required. This includes solid overall computer literacy, proficiency in Microsoft Office applications (especially Excel), email, internet, and familiarity with database management. Candidates must possess excellent oral and written communication, drafting, formulation, and reporting skills, along with accuracy and professionalism in document production. The ability to work effectively and adapt professionally in a challenging, multicultural team environment is essential. Desirable experience includes proficiency in Python (BeautifulSoup, Selenium, etc.), APIs, and bots for data collection, as well as prior experience supporting law enforcement agencies in handling sensitive data.
