Team Coordinator (Rehousing Program)

NUNV-S
Organizational Context
UNDP has supported Myanmar since the 1950s, shifting to direct community assistance post-2021 through the Community First Programme. With extensive field offices and local networks, UNDP quickly delivers support despite political changes. A devastating 2025 earthquake in central Myanmar destroyed over 24,200 homes, displacing 93,000 vulnerable individuals. Rehousing efforts face challenges from conflict, logistics, and resource gaps. The UNDP Mandalay Earthquake Response Project aims to accelerate equitable recovery, with the Team Coordinator orchestrating interventions to restore shelter security and dignity.
Job Purpose
A 7.7-magnitude earthquake in March 2025 severely impacted central Myanmar, destroying thousands of homes and displacing over 93,000 vulnerable individuals, including female-headed households and persons with disabilities. Rehousing efforts are hampered by ongoing conflict, logistical complexities, limited finance, and macroeconomic challenges, leading to delays in permanent solutions despite emergency aid. The UNDP Mandalay Earthquake Response Project is forming interdisciplinary teams to accelerate high-quality recovery. The Team Coordinator will be crucial in orchestrating and synchronizing technical, operational, and community aspects of the rehousing process. This role ensures transparent communication, efficient task allocation, and timely problem resolution to deliver safe, durable housing solutions that meet community needs. The Coordinator will uphold UNDP’s principles of gender-responsiveness and zero tolerance for discrimination, restoring shelter security, dignity, and hope for earthquake survivors.
Responsibilities
The Team Coordinator will coordinate rehousing team activities under direct implementation and partnership modalities, ensuring clear communication, efficient task distribution, and alignment with project timelines. They will support structural needs assessments and data collection from communities and partners. Key duties include developing tailored work plans for rehousing activities, translating technical engineering designs into actionable tasks, and collaborating with the procurement team for timely material sourcing and delivery. The Coordinator ensures all rehousing activities comply with established technical standards, quality benchmarks, and UNDP guidelines, promoting safety, resilience, and inclusivity. This involves conducting monitoring visits to verify progress and quality, identifying and addressing issues, risks, or changes in collaboration with the Technical Officer and partners. The role also promotes transparent communication with affected households, facilitating feedback mechanisms to incorporate community input. Furthermore, the Coordinator upholds UNDP’s standards for safety, environmental and social safeguards (SES), gender-responsiveness, and zero tolerance for discrimination or abuse. Regular progress reports, including updates, challenges, and recommendations, will be prepared and submitted to the Technical Officer and PMU.
Work Experience
Candidates must have at least 3 years of professional experience in rehousing, shelter, housing, or construction-related projects. This experience should be gained with UN agencies, international organizations, humanitarian or development organizations, or within the public or private sector. Required experience includes identifying innovative approaches for complex field situations, ensuring compliance with Social and Environmental Standards (SES) or similar safeguards, and coordinating multidisciplinary teams, local communities, and partners for reconstruction or rehabilitation projects. Demonstrated experience applying community-driven or community-based approaches, including engagement, consultations, and participatory assessments, is also essential.
Skills
Required skills include professionalism (discretion, judgment, coordination, autonomy, client-oriented), integrity (ethical standards, resist pressure), teamwork (interpersonal skills, diversity, gender equality), and commitment to continuous learning. Strong planning and organizing abilities (problem-solving, time management, prioritizing, working under pressure) are essential. Effective communication skills (reports, presentations, empathy, knowledge transfer) are also critical. The role demands flexibility (adaptability, remote work, travel in challenging conditions) and a genuine commitment to voluntary engagement principles and UN/UNDP values. Expertise in Engineering and construction is also noted.
