Job Purpose
Mozambique faces a significant structural financing gap, impeding inclusive economic transformation, particularly for underserved entrepreneurs and communities. The financial ecosystem is fragmented, and potential synergies among development finance institutions remain largely untapped. Investment from the extractive sector, if strategically structured, could offer complementary development finance. UNDP Mozambique's Inclusive Growth Unit is organizing a Multi-Stakeholder Breakfast Dialogue in July 2026 to co-design solutions. The purpose of this assignment is to secure an Online UN Volunteer with expertise in economic research and policy writing to develop comprehensive background analytical content, ensuring all participants are well-prepared for informed discussions.
Responsibilities
Under the supervision of UNDP Mozambique's Inclusive Growth Unit, the Online UN Volunteer will research and produce analytical background content for the Multi-Stakeholder Breakfast Dialogue on Financing Development in Mozambique. Key duties include: 1. **Develop Four Thematic Briefing Notes:** Create 1-2 page notes for each World Café table, written in accessible language for a senior audience. Each note will cover the current landscape, key challenges, promising innovations from Mozambique and comparable contexts, and 2-3 discussion questions. Themes include: Closing the Access Gap, Blended Finance and DFI Leverage, Local Content as Development Finance, and Digital Finance and Fintech Innovation. 2. **Produce One Scene-Setting Overview Note:** Create a maximum 2-page note on Mozambique's overall financing landscape. This note will be used by the lead facilitator and shared with participants, situating the financing gap within the country's economic and institutional context and framing the four thematic dialogue areas. 3. **Ensure Evidence-Based Content:** All documents must be evidence-based, drawing on publicly available data, reports, and literature from sources such as the World Bank, African Development Bank, IMF, Bank of Mozambique, FSDMoç, and relevant academic research.

Candidates should possess strong research and analytical skills. Desirable professional background includes working experience and knowledge in areas such as blended finance instruments, local content frameworks, fintech ecosystems, or digital financial services within emerging markets.
