Job Purpose
This role is crucial for strengthening UNICEF's supply chain operations in the Democratic Republic of Congo during the Ebola response. The incumbent will focus on monitoring supply transactions, managing last-mile delivery, and generating evidence to inform decision-making. The primary objective is to ensure the rapid and efficient provision of essential supplies by accelerating procurement planning, tracking purchases, overseeing logistics, and fostering effective coordination among program teams, field offices, the Supply Division, vendors, and partners. This will directly contribute to the effectiveness of the Ebola response efforts.
Responsibilities
The Data Management Specialist will report to the Chief Supply & Logistics and focus on monitoring supply transactions, last-mile delivery, and evidence generation. Key responsibilities include: Data Management & Quality Assurance: Structuring and organizing databases (Supply, VISION, field tools), ensuring data cleaning, harmonization, and standardization for Ebola-related information. Developing and applying a data management framework, formalizing standardized data collection and archiving procedures, and implementing mechanisms for data reliability, consistency, and traceability. Data Analysis: Conducting descriptive analyses of logistical, financial, and programmatic data, producing consolidated and triangulated analyses, and developing decision-making summaries for teams and partners. Supporting data utilization for planning and intervention adjustments. Visualization & Reporting: Developing interactive dashboards (e.g., Power BI), implementing performance monitoring tools, contributing to a harmonized framework for Ebola performance indicators, and creating standardized reporting templates and visual aids for coordination. Analytical Support for Ebola Response: Translating program needs into monitoring indicators and tools, consolidating partner data, producing analyses for response plans, identifying bottlenecks, analyzing last-mile performance, and contributing to data governance. End User Monitoring (EUM): Supporting EUM tool implementation, managing and validating databases, analyzing input and service availability, producing reports with findings and recommendations, and facilitating the use of results in decision-making. Documentation & Capacity Building: Developing data management standards, guides, and tools; creating dashboard user guides; training teams and partners; providing technical coaching; and ensuring skills transfer.
Work Experience
A minimum of five years of progressive experience in supply chain management, data analysis, supply chain monitoring, visibility, performance, or statistics, preferably in international development or business. Practical experience in complex data management, warehousing, and data analysis is essential. Proficiency in IT applications, particularly data analysis and visualization tools like Power BI and SAP, is required.
