Monitoring and Evaluation Officer

Job Purpose
This assignment supports UNDP's initiative in Fiji to enhance the monitoring, reporting, and verification (MRV) systems for 18 government-funded public sector projects. The Monitoring and Evaluation Officer will be integrated into the UNDP programme team, working collaboratively with the Ministry of Finance and relevant line ministries. The core objective is to consolidate monitoring data, establish robust reporting mechanisms, and institutionalize these systems within government structures. This role is crucial for improving transparency, accountability, and fostering evidence-based decision-making in public financial management and development project execution.
Responsibilities
The role involves several key responsibilities over a three-month period. In the first month, the officer will focus on data collection, gathering raw monitoring datasets from 18 projects across various ministries. This will be followed by cleaning, validating, and standardizing these datasets to align with the approved MRV matrix. In months two and three, the officer will develop standardized reporting templates and establish clear reporting workflows within the ministries. A significant part of this phase includes supporting the Ministry of Finance in embedding these reporting systems and building the capacity of ministry staff to independently generate reports. The expected deliverables include a consolidated and validated dataset and the adoption of operational reporting templates across government entities.
Work Experience
A minimum of three years of relevant professional experience is required. This should include strong data management and analysis skills, experience with monitoring and evaluation (M&E) systems or public sector reporting, proficiency in Excel or statistical tools, and the ability to effectively engage with government stakeholders. Desirable experience includes familiarity with UN/UNDP systems, knowledge of MRV frameworks, and prior experience in capacity building.
