Organizational Context
UNICEF is mandated by the UN General Assembly to advocate for children's rights, meet their basic needs, and expand their opportunities, guided by the Convention on the Rights of the Child. UNICEF and China have a long history of collaboration, starting in 1947 with emergency relief and resuming in 1979, contributing to significant developments for children. With China's growing role in international development cooperation, UNICEF China's resource mobilization and development cooperation efforts have substantially increased.
Job Purpose
The Partnerships Coordinator will play a pivotal role in strengthening UNICEF China's resource mobilization and contribution management, particularly focusing on the Global Development and South-South Cooperation Fund (GDF). This assignment is critical as China's engagement in international development cooperation continues to grow, leading to a significant increase in UNICEF China's related activities. Under the guidance of the Partnerships Specialist, the Coordinator will ensure robust grant management and accurate reporting, thereby contributing to the effective utilization of funds. This role directly supports UNICEF's mandate to advocate for children's rights, meet their basic needs, and expand their opportunities, ensuring that financial contributions translate into tangible impacts for children in China and through South-South cooperation initiatives.
Responsibilities
The Partnerships Coordinator will be instrumental in supporting day-to-day Contributions Management, ensuring strict adherence to funding agreements and UNICEF's established contribution management policies and procedures. A key focus will be on comprehensive reporting for projects funded by the Global Development and South-South Cooperation Fund (GDF), including meticulous quality assurance reviews of all data and figures. The Coordinator will actively assist in maintaining a robust grant management tracker, which is vital for monitoring the status of projects under implementation. This includes tracking fund allocation, fund receipts, and unspent balances, and critically, ensuring that all timelines for donor reports, financial reports, and key correspondence with donors are consistently met. Additionally, the role requires providing essential translation services as and when required, directly supporting the office's partnership advocacy and resource mobilization needs. The Coordinator will also contribute significantly to knowledge and information management, and to fostering strong partnerships with donors by assisting with regular meetings, facilitating effective communications, and systematically documenting knowledge and learning. The incumbent will also undertake any other related tasks as may be required or assigned by the supervisor, contributing to the overall efficiency of the unit.
Work Experience
Candidates must have at least three years of professional work experience at the national and/or international level. Experience with the Chinese government, the UN, or other international development organizations is considered a valuable asset. The role requires excellent oral and written communication skills, including drafting, editing, and reporting with accuracy. Strong interpersonal skills, cultural and social sensitivity, and the ability to work inclusively and collaboratively in a multicultural team and challenging environment are essential. Familiarity with communications for development tools, database management, office technology, and solid computer literacy, including MS Office proficiency, are also necessary. The ideal candidate will be self-motivated and capable of working with minimum supervision and meeting tight deadlines.
