UNDP's mandate focuses on ending poverty, building democratic governance, rule of law, and inclusive institutions, advocating for change, and connecting countries to resources for sustainable human development. Its core areas include poverty reduction, democratic governance, environment and energy, and crisis prevention and recovery. This assignment supports a project strengthening the operational capacity of Aden and Mukalla Ports in Yemen, crucial for the efficient delivery of humanitarian assistance to the Yemeni population. The role is based in Amman, Jordan, with necessary field visits to Yemen.
Job Purpose
The primary purpose of this assignment is to significantly enhance the operational capacity of the Ports of Aden and Mukalla, which are vital entry points for humanitarian aid into Yemen. This involves leading efforts in the rehabilitation of damaged facilities and ensuring the strategic procurement of necessary parts and equipment. The expert's contribution will be crucial in streamlining logistics and improving the overall efficiency and cost-effectiveness of humanitarian assistance delivery to the Yemeni population. By strengthening these critical infrastructures, the role directly supports the broader humanitarian response, ensuring that essential supplies reach those in need. While the position is based in Amman, Jordan, it requires strategic oversight and periodic field visits to Yemen to ensure robust project implementation and maximize humanitarian impact.
Responsibilities
The M&E and Reporting Expert will design and implement data collection and reporting protocols linked to project outcome indicators, supporting routine progress reporting and monitoring data quality. This includes tracking activity progress, identifying capacity-building opportunities for staff and partners, and conducting field visits to verify data accuracy. The expert will draft quarterly and annual reports, analyze data against logical framework indicators, interpret implementation outcomes, and provide program recommendations.
Additionally, the role involves enhancing project visibility and communications by collaborating with UNDP units and the Communication Unit to develop, publish, and disseminate media-friendly products, and writing content for various platforms.
For knowledge management, the expert will maintain communication with the project team, facilitate learning agendas, support the preparation of publications, document best practices, and generate M&E knowledge products like handbooks and lessons learned reports. Networking with counterparts and communities of practice to disseminate learnings and acquire timely M&E information is also key.
The volunteer is also encouraged to promote volunteerism, engage with communities, provide self-reports, contribute articles, assist with the UNV Buddy Programme, and encourage online volunteering.
Work Experience
Candidates must have a minimum of 7 years of relevant experience in monitoring and evaluation (M&E) or results-based management and reporting. This includes excellent writing and analytical skills for drafting concept notes and reports, and proven knowledge of M&E systems. Experience working within Development agencies, preferably in government systems, is required. The role demands excellent interpersonal and networking skills, the ability to liaise effectively at project management levels, and to communicate and function effectively in an international, multicultural environment. Teamwork experience, particularly within the UN or other international development organizations, is essential, along with excellent oral and written communication, drafting, formulation, and reporting skills, ensuring accuracy and professionalism in document production.
