PSEA Specialist
Organizational Context
UNICEF operates in challenging global environments to protect children's rights and help them reach their full potential. In the Democratic Republic of the Congo, UNICEF supports the Ministry of Health in responding to the 17th Ebola Virus Disease outbreak. This response occurs within a complex humanitarian context characterized by insecurity, conflict, displacement, and limited access to services, making robust Infection Prevention and Control (IPC) measures critical.
Job Purpose
The PSEA Specialist will support the integration of Prevention of Sexual Exploitation and Abuse (PSEA) measures within the response to the 17th Ebola epidemic in the Beni-Butembo axes. This role involves participating in PSEA coordination meetings, ensuring the functionality of community-based complaint mechanisms, engaging communities in collaboration with the Social and Behaviour Change section, and providing support to victims of Sexual Exploitation and Abuse (SEA). The specialist will contribute to strengthening PSEA integration and victim assistance within a high-risk humanitarian setting.
Responsibilities
The PSEA Specialist will focus on capacity building and risk mitigation by training staff and partners on PSEA, disseminating PSEA messages through various channels, and supporting implementing partners in integrating PSEA into their activities. The role includes overseeing partnership program documents for UNICEF implementing partners. Inter-agency collaboration and coordination are key, requiring the representative of UNICEF at coordination meetings with government and stakeholders. Victim assistance involves referring identified victims to appropriate services and supporting reporting mechanisms for SEA. The specialist will also promote voluntary action and engage with communities as part of the UNV mandate.
Work Experience
A minimum of 3 years of relevant experience is required, with 4 years preferred. Experience in humanitarian, emergency, or public health emergency settings is essential. Experience supporting active outbreak responses (e.g., Ebola, cholera) or declared emergencies, particularly in fragile or resource-constrained environments like the DRC, is highly desirable. Experience working with government, UN agencies, and implementing partners to achieve results in challenging areas is also important.
