Organizational Context
UNICEF, the United Nations Children's Fund, operates in the Democratic Republic of Congo, supporting the government's response to the Ebola virus disease (EVD) outbreak. The outbreak, identified in May 2026, has spread across several provinces, including North Kivu and South Kivu. The operating environment is volatile, marked by security challenges and community resistance due to mistrust and negative perceptions of health measures. UNICEF aims to recruit National UN Volunteers to bolster risk communication and community engagement efforts.
Job Purpose
This role supports UNICEF's efforts in the Democratic Republic of Congo to combat the Ebola virus disease outbreak. The National UN Volunteer will be deployed to health zones to strengthen risk communication and community engagement (CREC) strategies. The primary objective is to enhance community understanding of Ebola, promote acceptance of prevention measures and treatment, and build trust. By working closely with local communities, health authorities, and implementing partners, the volunteer will contribute to reducing contamination and spread of the virus, fostering community resilience, and ensuring effective public health interventions in a challenging and dynamic environment.
Responsibilities
The Community Mobilizer will work under the administrative supervision of the Field Office SBC Officer and the technical supervision of the National SBC-Emergency Officer. Key responsibilities include:
- Monitoring and supporting the implementation of CREC activities for Ebola response partners.
- Participating in CREC pillar meetings within the health zone's Ebola Response Committee.
- Ensuring the consolidation of data on partner interventions in the monitoring and evaluation system.
- Collaborating with local stakeholders to implement community engagement interventions.
- Maintaining an updated directory of communication channels and partner contacts within the health zone.
- Attending Ebola response meetings to advocate for the CREC pillar.
- Reporting regularly on interventions, successes, and challenges to the Zonal Health Officer and Zonal CREC Coordinator.
Specific objectives include maintaining community knowledge of Ebola at 90%, strengthening capacities of community actors on prevention, supporting social data collection, documenting best practices, and submitting monthly analytical reports on SBC/CREC interventions.
Work Experience
No prior experience is required. However, at least one year of relevant experience in social and community mobilization, observation, and working with communities is desirable.
Skills
Key competencies include adaptability, flexibility, solution-orientation, integrity, ethical conduct, respect for diversity, and organizational skills. Expertise in community development and crisis/emergency response is also noted. Fluency in French and a fair command of Kiswahili are required.
