Job Purpose
The Monitoring, Evaluation, and Reporting Expert will support the Peace Support Facility (PSF) in Ethiopia by enhancing evidence-based decision-making, learning, and accountability. This role is crucial for coordinating Monitoring, Evaluation, and Learning (MEL) processes across all PSF operational areas, ensuring the integrity and quality of data systems, impact assessments, and reporting mechanisms. The expert will contribute to strengthening national and regional systems, supporting local administrations in planning and executing integrated recovery interventions, and documenting valuable lessons learned to inform future policy and programming. The ultimate goal is to ensure that recovery efforts are locally owned, effective, and contribute to sustainable peace and development in conflict-affected regions.
Responsibilities
The Monitoring, Evaluation, and Reporting Expert will be responsible for maintaining and enhancing the PSF's ArcGIS platform, including spatial data, dashboards, and maps for planning and reporting. This includes designing and managing Kobo Collect tools for field data collection, ensuring data quality, and updating Power BI dashboards for real-time performance visualization. The role involves coordinating the implementation of the MEL Plan, conducting biannual impact assessments, and performing field monitoring visits to verify progress. Data analysis against the results framework and Theory of Change will inform adaptive measures, with a focus on gender and age disaggregation. The expert will produce timely performance reports, facilitate learning sessions, document lessons learned and success stories, and support resource mobilization by contributing MEL inputs to new proposals. Additionally, the role includes providing training and mentoring to PSF staff and local authorities on MEL systems and reporting, ensuring adherence to reporting standards, and collaborating with finance and programme teams for aligned results.
Work Experience
A minimum of seven years of progressive experience in monitoring, evaluation, and learning for recovery, stabilization, or development programs, preferably in post-conflict settings, is required. Demonstrated experience managing GIS platforms (ArcGIS) and spatial data, designing and managing digital data collection tools (e.g., Kobo Collect), and proficiency in data visualization platforms (e.g., Power BI) are essential. Experience conducting impact assessments and large-scale surveys, including sampling, questionnaire design, training, and analysis, is also necessary. Experience with UNDP and multi-donor projects is considered an asset.
