Job Purpose

The Construction Specialist will play a key role in renovating 20 health care facilities, specifically focusing on delivery rooms, newborn corners, and small/sick newborn wards. The role also involves supporting broader health infrastructure projects, such as rehabilitation, solarization of facilities, and climate-resilient WASH systems. The specialist will contribute to ensuring these infrastructure improvements are completed effectively, aligning with UNICEF's mandate to safeguard children's rights and improve health outcomes in Malawi.
Responsibilities
The Construction Specialist will manage and monitor construction projects, ensuring adherence to timelines, quality standards, and health and safety regulations. Key duties include updating the construction work plan, coordinating and supporting procurement processes for works and services, and managing vendor contracts. The role involves providing technical advice for project planning, developing project proposals, and collaborating with government counterparts on innovative and cost-effective designs. Preparation of technical documents, including scopes of work, drawings, and specifications, is essential. The specialist will support procurement by preparing tender documents, evaluating technical proposals, and assisting with contract review committee submissions. Regular site visits, technical meetings, and progress report reviews will ensure effective project oversight. Responsibilities also include verifying work quality, managing budgets, processing payments, and participating in project reception. The role requires ensuring the development of as-built drawings and supporting contract close-out procedures.
Work Experience
A minimum of seven years of professional experience in project management, site supervision, quality assurance, or related technical fields is required. Experience in humanitarian settings, developing countries, or within the UN system is advantageous. Registration with the National Construction Industry Council (NCIC) is mandatory. Experience with disability inclusion, climate change adaptation, environmental safeguards, and social protection is desirable. Familiarity with construction management software and international standards is beneficial.
