Organizational Context

Job Purpose
This UNV assignment offers a significant opportunity to gain a broad understanding of humanitarian operations from both programmatic and strategic perspectives within the complex context of the Democratic Republic of Congo. The role is situated within the Programme Unit's Planning and Operations Section, which is responsible for coordinating response planning across various activities and locations. The incumbent will contribute to ensuring that WFP's interventions are evidence-based, integrative, synergistic, and community-centered, considering factors like intervention types, transfer modalities, and cross-cutting priorities. The experience gained will be invaluable for the volunteer's future career in international humanitarian and development work.
Responsibilities
The Programme Policy Officer-Planning and Operations will be responsible for coordinating and consolidating Monthly Distribution Plans (MDPs) across all Field Offices, ensuring their alignment with pipeline availability, operational capacity, and program priorities. This includes verifying caseloads, tonnage, and transfer modalities in accordance with implementation and operational plans. The role involves supporting the quality review of Country Portfolio Needs and Implementation Plans, monitoring the commodity pipeline, and flagging potential supply risks. Additionally, the incumbent will assist in resource prioritization and pipeline scenario planning, track MDP implementation against key operational indicators, and analyze performance gaps to follow up on implementation delays. The position also requires preparing operational reports, dashboards, and management updates.
Work Experience
A minimum of three years of relevant professional experience is required. This should include strong skills in planning and operational coordination, a good understanding of supply chain and pipeline management, and experience with program monitoring and performance tracking. Proficiency in data analysis using tools like Excel, the ability to analyze operational data to identify gaps or risks, and strong reporting and dashboard preparation skills are essential. Excellent oral and written communication skills in both French and English are also required.
