Job Purpose
The Implementing Partnership Specialist will support UNICEF Papua New Guinea's Risk Management, Implementing Partnership Management, and Operations units. This role involves conducting monthly analysis of key performance indicators and providing technical, operational, and administrative assistance throughout the programme cycle. The specialist will apply theoretical and technical skills to research, collect, analyze, and present information, facilitating the integration of Harmonized Approach to Cash Transfers (HACT) plans into all programming activities. The position ensures adherence to HACT and related organizational rules, regulations, and procedures within Papua New Guinea, reporting directly to the Deputy Representative Operations.
Responsibilities
Key responsibilities include monthly analysis of Key Performance Indicators (KPIs) for monitoring and financial assurance, ensuring timely completion of all KPIs. The role involves tracking the status of financial audits for country office operations and service providers, and monitoring open action points in eTools for timely closure. The specialist will collaborate with service providers to ensure timely completion of deliverables, contract invoicing, payment, and closure. Responsibilities also include reviewing programme document statuses in eTools, closing ended partnerships, and supporting the Operations team and Programme sections (Finance and HACT) in preparing and delivering capacity-building sessions. Additionally, the role involves compiling case studies, tools, and materials, developing the annual assurance plan, coordinating financial assurance activities, analyzing and proposing actions for open points from financial assurance, and managing eTools for due diligence and partnership closure.
Work Experience
A minimum of three years of relevant professional experience is required in areas such as implementing partnership management, risk management, financial assurance, or programme operations. Experience with the UN or NGOs in emergency settings is advantageous. Familiarity with UNICEF systems like inSight, PowerBi, and SharePoint, along with expert knowledge of the eTools implementing partnership system, is highly desirable. Experience in HACT implementation, monitoring partnerships, KPI tracking, and coordinating with various stakeholders is also important.
