Job Purpose
The Birth Registration Officer will support UNICEF's Child Protection section in Tanzania, specifically in Mwanza and Tanga, to enhance the Civil Registration and Vital Statistics (CRVS) system. The role involves facilitating programme development, implementation, monitoring, and reporting for birth registration initiatives. A key focus is supporting the rollout of electronic CRVS, digitizing backlogs, and ensuring children aged 0-17 receive birth certificates and linked national identification numbers. The officer will work with local government authorities and national agencies to improve registration accessibility, efficiency, and data linkage, contributing to a unified digital identity system for children.
Responsibilities
The Birth Registration Officer will report to the Child Protection Specialist and be based in Mwanza. Key responsibilities include supporting programme planning and interventions, providing technical assistance to local government authorities for the eCRVS rollout and backlog digitization, and liaising with RITA and NIDA regional coordinators. The officer will ensure children receive birth certificates and Jamii numbers, support the development of gender and equity-focused monitoring tools, and conduct field visits to monitor registration strategy implementation and address challenges. Additionally, the role involves representing UNICEF to local officials, collaborating on knowledge products, and promoting UNV's online volunteering services. UN Volunteers are also expected to enhance their understanding of volunteerism and contribute to UNV publications.
Work Experience
A minimum of seven years of professional experience in social development planning, child protection, birth registration, or education programming is required. Experience in programme development within child protection in a UN agency is an asset. Experience in both development and humanitarian contexts is advantageous. Fluency in Kiswahili and English is required, along with strong computer literacy and reporting skills. The candidate should be self-motivated and able to work under tight deadlines.
Skills
Key competencies include teamwork, adaptability, and strong communication skills, with an ability to work effectively in diverse communities. Expertise in social work and community development is also highlighted. Proficiency in Microsoft Office applications and database management is necessary. A commitment to volunteerism and the UN system is desirable.
