Organizational Context
The United Nations Office on Drugs and Crime (UNODC) is mandated to assist Member States in combating illicit drugs, crime, and terrorism. Its mission is to enhance global security and justice through research, standard-setting, and capacity-building. This assignment is with UNODC's Regional Office for Eastern Africa, supporting the Programme for Legal Aid and Empowerment in Kenya (PLEAD II). PLEAD II aims to strengthen the rule of law and access to justice in Kenya through a multi-institutional approach.
Job Purpose
This role supports the PLEAD II programme in Kenya, funded by the European Union, which focuses on reinforcing the rule of law, improving access to justice, and enhancing efficiency and accountability within the justice system. The Monitoring and Evaluation Expert will strengthen the programme's MERL framework by designing and implementing data collection and analysis tools. This will ensure interventions are evidence-based, results-oriented, and aligned with national justice reform priorities. The expert's contribution is crucial for accountability, adaptive programming, donor reporting, learning, and demonstrating measurable impact across Kenya’s justice sector, supporting various justice institutions.
Responsibilities
The Monitoring and Evaluation Expert will strengthen data collection frameworks by reviewing and refining the MERL framework and indicator performance matrix, and developing user-friendly data collection tools and processes for partner institutions. Responsibilities include tracking progress against programme indicators, consolidating and analyzing data from multiple justice institutions, and preparing periodic analytical reports for management and donors. The role involves supporting internal and donor reporting, including inputs for IPMR and OPSYS. Additionally, the expert will provide technical guidance and capacity strengthening to programme staff and partner focal points on M&E methodologies and data quality assurance, conducting training sessions. The role also supports evaluation, learning, and knowledge management by facilitating the integration of evaluation findings, documenting best practices, and contributing to impact stories and knowledge products.
Work Experience
Requires 7 years of relevant experience in designing and implementing M&E frameworks, tools, and methodologies. Experience with data collection, analysis, and reporting systems, including indicator development, is essential. Proficiency in data analysis software and advanced MS Excel is needed. Experience with justice sector or rule of law programmes is a strong asset, as is experience with UN agencies or EU-funded programmes.
