Cross Border Emergency Coordinator
Organizational Context
The International Organization for Migration (IOM), established in 1951, is the UN Migration Agency dedicated to ensuring orderly and humane migration. It promotes international cooperation, practical solutions, and humanitarian assistance to migrants. IOM Uganda, a member since 1984, has grown significantly, focusing on empowering communities to prevent and respond to health threats along mobility routes, advocating for migrant-inclusive approaches to minimize stigma and discrimination.
Job Purpose
Under the supervision of the Programme Coordinator for Health Promotions, the Cross Border Emergency Coordinator will support the coordination of IOM Uganda’s border health mobility response. This role is critical in managing and mitigating health risks associated with migration, particularly in the context of the ongoing Ebola outbreak. The position requires proactive engagement with various stakeholders, site supervision, and capacity building to ensure effective border health operations and contribute to the overall health security and well-being of migrants and host communities.
Responsibilities
Key responsibilities include monitoring and reporting on Key Performance Indicators (KPIs) from IOM-supported Points of Entry (PoEs), such as screening numbers, alerts, referrals, and contact tracing metrics. The role involves conducting regular site assessments and providing supportive supervision to screening teams and Community-Based Disease Surveillance activities, producing reports with actionable recommendations. The coordinator will represent IOM in cross-border coordination forums and district taskforce meetings, and participate in trilateral meetings to harmonize Standard Operating Procedures (SOPs) and operationalize agreed actions. Additionally, the position entails providing on-the-job mentoring to health personnel and district teams on screening protocols and reporting, identifying operational gaps, and liaising with logistics for rapid resolution of equipment and supply needs.
Work Experience
Requires 3 years of relevant professional experience, including demonstrated experience in emergency response and coordination, staff supervision, and humanitarian health assistance delivery in complex environments. Experience in planning, implementing, and analyzing health interventions, resource mobilization, and knowledge of national/international health agencies are essential. Familiarity with the regional health sector or similar resource-limited contexts is advantageous. Experience in monitoring and evaluation, and strong written communication skills are also required.
