Job Purpose
The Programme Coordination Specialist will provide intellectual and strategic leadership to advance gender equality and women's empowerment in Timor-Leste, focusing on the implementation of the National Action Plan on Women, Peace and Security (NAP 1325) and Women's Economic Empowerment (WEE). This role involves integrating the Elimination of Violence Against Women and Girls (EVAWG) across programmes, developing resource mobilization strategies, and coordinating efforts with government agencies, UN partners, and civil society. The specialist will ensure gender mainstreaming in policies and programmes, support evidence-based approaches, and contribute to achieving results aligned with UN Women's Strategic Note and global commitments like the Beijing Platform for Action and the 2030 Agenda.
Responsibilities
The Programme Coordination Specialist will integrate Elimination of Violence Against Women and Girls (EVAWG) into programme documents and identify intervention areas, including emerging forms of violence. This includes drafting proposals, organizing stakeholder consultations, and exploring interlinkages between EVAWG and Women's Economic Empowerment (WEE). The role involves building partnerships and developing resource mobilization strategies with UN agencies and donors, overseeing analytical reviews, and capturing lessons learned. The specialist will lead the coordination of the EVAWG programme, reporting on performance, providing technical advice, and facilitating work plans. Coordination with other UN agencies, government departments, and NGOs is crucial for a harmonized approach. Additionally, the role will oversee advocacy, knowledge building, and communication efforts, supporting gender mainstreaming in legislation and policies, and coordinating with various stakeholders on EVAWG programming, including online violence and cybersecurity.
Work Experience
Requires 3 years of experience at the national or international level in designing, planning, implementing, monitoring, and evaluating development projects. Experience in coordinating with government agencies, donors, and stakeholders is essential. Technical experience in evidence-based approaches to ending violence against women and girls is required. Experience in gender mainstreaming and leading diverse teams is desirable. Proficiency in computer skills, including Word, Excel, PowerPoint, infographics, and social media, is also needed.
