The Planning, Monitoring & Evaluation (PM&E) Analyst will support the UNFPA State Office in Bhubaneswar, fostering collaboration with partners and donors for effective programme delivery.
Job Purpose
The Planning, Monitoring & Evaluation (PM&E) Analyst in the UNFPA State Office in Bhubaneswar will provide critical support for programme and project monitoring and evaluation. This role involves building strong relationships with programme staff, implementing partners, counterparts, and the donor community at the state level to ensure efficient and effective delivery of the country programme. The analyst will ensure that M&E requirements are met and reported accurately and on time, adhering to UNFPA guidelines and procedures, thereby contributing to the overall success of UNFPA's mission in India.
Responsibilities
Under the supervision of the State Programme Coordinator and technical guidance from the Country Office PM&E Specialist, the UN Volunteer will implement programme monitoring and evaluation activities. This includes assisting in the development and implementation of annual work plans, preparing M&E plans, and designing monitoring frameworks with implementing partners. The role involves collecting and analyzing monitoring data to assess performance against indicators, identifying challenges, and proposing corrective actions. The analyst will also support data management, utilize the PM&E information system, and prepare consolidated progress reports. Furthermore, the position entails supporting capacity building in M&E for UNFPA personnel and implementing partners, sharing M&E findings, and contributing to knowledge networks. Any other duties assigned by UNFPA leadership will also be undertaken.
Work Experience
Requires three years of relevant experience in data analysis, programme implementation, and monitoring and evaluation. Proficiency in MS Office and statistical software like SPSS is necessary. Strong analytical, research, communication, and negotiation skills are essential, along with the ability to work independently and collaboratively. Willingness to travel to project sites is also required.
