Organizational Context

Job Purpose
The National Monitoring, Evaluation and Learning (MEL) Officer will support the implementation, monitoring, evaluation, and reporting of UNFPA's Seventh Country Programme in Papua New Guinea (2024-2028). This role is crucial for strengthening the Country Office's results-based management systems, ensuring evidence-based decision-making, and enhancing programme effectiveness. The officer will contribute to developing key MEL frameworks, support the establishment of a comprehensive M&E system, and ensure accountability towards national and global development goals. The position aims to improve programme delivery and achieve UNFPA's transformative results by 2030.
Responsibilities
The Monitoring, Evaluation and Learning (MEL) Officer will support the implementation and monitoring of the UNFPA Papua New Guinea Country Programme (2024-2028) and the UNSDCF (2024-2028). Key responsibilities include coordinating results-oriented planning, budgeting, and reporting processes; reviewing and analyzing progress reports against indicators and budgets; and strengthening the effectiveness of UNFPA-supported interventions. The role involves establishing and improving results-based management systems and monitoring tools, coordinating programme evaluations and reviews, and ensuring compliance with UNFPA policies. Collaboration with programme staff, implementing partners, and government counterparts is essential. The officer will also participate in inter-agency M&E mechanisms, support senior management in performance tracking and reporting, and promote knowledge management and evidence-based decision-making.
Work Experience
Requires a minimum of seven years of overall work experience, with at least five years in Monitoring & Evaluation and results-based management, preferably in health, gender, youth, or population and development sectors. Familiarity with UN/UNFPA policies, procedures, and tools for M&E/RBM is advantageous. Proficiency in Microsoft Office (Word, Excel, PowerPoint) is essential. The candidate should be meticulous, able to work under pressure, and committed to long hours.
