Job Purpose
This general vacancy announcement aims to build a roster of qualified professionals to support the UN's preparedness and response to the Ebola epidemic in the Democratic Republic of the Congo. Successful candidates will be deployed for short-term emergency operations, contributing to a multidisciplinary response that prioritizes communities, strengthens health systems, and ensures access to essential services. The initiative seeks to enhance the UN's capacity to effectively manage and mitigate the impact of the Ebola outbreak through specialized expertise across various technical domains.
Responsibilities
This role supports the Ebola response across several specialized profiles. Key responsibilities include: - **Risk Communication and Community Engagement (RCCE):** Designing, implementing, and monitoring RCCE strategies, conducting community assessments, developing culturally appropriate messages, and establishing feedback mechanisms. This also involves strengthening coordination with government and partners, building capacity of frontline workers, and developing communication protocols. - **Mental Health and Psychosocial Support (MHPSS) / Prevention of Sexual Exploitation and Abuse (PSEA):** Delivering MHPSS services, designing programs based on needs assessments, developing tools for various age groups, and strengthening partner capacities. This includes establishing monitoring systems, integrating beneficiary feedback, and promoting inter-sectoral coordination. - **Water, Sanitation, and Hygiene (WASH) / Infection Prevention and Control (IPC):** Implementing and monitoring WASH and IPC interventions to reduce transmission risks, strengthening water, sanitation, and hygiene systems, and ensuring adherence to IPC protocols. This involves training health workers and partners, supporting preparedness planning, and facilitating inter-sectoral coordination. - **Community-Based Surveillance (CBS):** Establishing and strengthening CBS systems for early detection and reporting of Ebola cases. Responsibilities include community mapping, training volunteers and frontline workers, promoting rapid identification and referral of suspected cases, supporting data collection and analysis, and strengthening community-health system linkages. - **Gender Specialist:** Integrating gender equality and inclusion into the Ebola response, conducting rapid gender analyses, advising on gender-sensitive approaches, and supporting prevention of gender-based violence. This includes strengthening partner capacity, using sex- and age-disaggregated data, and addressing harmful norms. - **Ebola Health Expert:** Providing technical leadership on Ebola prevention, case management, and outbreak control. Activities include supporting clinical care protocols, contact tracing, IPC measures, advising on safe burials, strengthening surveillance systems, and training health workers. - **Nutrition and Specialized Care:** Delivering integrated nutrition services to prevent and treat malnutrition, promoting safe infant feeding practices, and supporting nutritional rehabilitation. This involves integrating nutrition into clinical and community interventions and ensuring continuity of care. - **Data Analysis:** Supporting evidence-based decision-making through data collection, management, analysis, and visualization. Responsibilities include compiling and cleaning data, producing analytical products, identifying trends, strengthening data quality assurance, and supporting data utilization by partners.
Work Experience
A minimum of 3 years of relevant professional experience is required, preferably in humanitarian or emergency contexts, particularly in epidemic response. Experience with Ebola or similar health emergencies is an asset. Specific experience in data management systems is required for Data Analysis roles. Strong coordination, communication, and interpersonal skills are essential.
