UNV
UNICEF
Education Officer
Organizational Context
UNICEF's core mission is to uphold the rights of every child, emphasizing equity for the most disadvantaged. In Mozambique, a young population faces significant education challenges, including teacher quality, material shortages, and limited access, especially for girls. UNICEF addresses these through integrated interventions, focusing on expanding learning access, improving outcomes via enhanced teacher capacity, digital learning, and the Learning-to-Earning (L2E) approach. The organization also strengthens the education sector's governance and information systems for effective monitoring and planning.
Job Purpose
Mozambique's large youth population offers development potential, yet the education sector faces significant challenges, including teacher capacity gaps, material shortages, and unequal access, particularly for girls. UNICEF responds with integrated interventions to expand learning access and improve outcomes through enhanced teacher capacity, digital learning, and strengthened institutional support. The Learning-to-Earning (L2E) approach is also vital for connecting education with skills development for vulnerable youth. The Education UNV will support UNICEF's mission to ensure inclusive and equitable quality education and lifelong learning opportunities for all. This role involves collaborating with the Ministry of Education and Culture (MEC) on activities related to access, quality, and enabling environments, with a strong focus on monitoring, evaluation, and data management across key programs such as Accelerated School Readiness (ASR), Digital Learning, L2E, system strengthening, youth engagement, and Education in Emergency initiatives.
Responsibilities
The UN Volunteer will primarily support the monitoring and evaluation (M&E) component of various donor-funded education programs, including those supported by the EU and the Japanese Committee for UNICEF. This involves conducting field monitoring visits, participating in stakeholder workshops, and actively assessing program progress through surveys. The role requires documenting implementation, identifying bottlenecks and risks, and facilitating timely decision-making and referrals to relevant officials for resolution.
A key responsibility is to enhance donor visibility by liaising with UNICEF's communication section, delivering program messages via websites and social media, and documenting best practices, lessons learned, and human-interest stories for dissemination to partners. The volunteer will also analyze education statistics from government and partners, collaborating with the Learning, Skills and Engagement (LSE) section to develop infographics and presentations for internal and external use.
Furthermore, the UN Volunteer will contribute to improving data management and collection, harmonizing data management tools, and providing training and follow-up on data from field offices and partners. This includes producing factsheets and dashboards with data visualizations to disseminate knowledge. Support will also be provided for enhancing digital workplace tools for effective Knowledge Management (KM), such as SharePoint, and promoting their adoption in programming. The role also entails assisting with donor proposal generation, reporting, and general administrative activities, including coordination with supply and HR sections.
Work Experience
A minimum of three years of relevant professional experience is required. This experience should include Programme Monitoring and Evaluation, Girl Education, and Digital Learning. Previous experience as a volunteer or exposure to another culture through studies, volunteer work, or internships is highly regarded.
