Job Purpose
UNDP's partnership with the Global Fund (GF) significantly contributes to its Strategic Plan and the 2030 Agenda. As interim Principal Recipient (PR), UNDP manages and oversees GF grants with national partners, simultaneously strengthening health institutions for future national PR roles. In Angola, UNDP maintains a strategic partnership with the Ministry of Health, currently serving as PR for the 2024-2027 consolidated HIV, Malaria, and Tuberculosis grant. This grant aims to expand high-quality services to vulnerable populations, including pregnant women, children under 5, adolescent girls, young women, and key populations, across national and priority provinces. The Public Health Programme Associate will support the UNDP Project Management Unit (PMU) in Luanda to ensure timely, quality-assured programme delivery, adhering to UNDP and GF regulations.
Responsibilities
Under the direct supervision of the GF PMU Programme Manager, the UN Volunteer Associate will undertake the following tasks: **Programme Implementation & Coordination**: Support timely execution of HIV, TB, malaria, and RSSH targets, work plans, and budgets under the GC7 grant. Assist in reviewing and updating detailed work plans for national and provincial health programmes. Collaborate with UNDP Field Offices to ensure all grant activities are planned, executed on time, and properly documented as per UNDP requirements. **Monitoring, Reporting & Quality Assurance**: Participate in grant monitoring and evaluation visits with Ministry of Health staff. Support the development of sound reporting frameworks at central and provincial levels, ensuring adequate documentation and reporting of UNDP/Global Fund funded activities. Contribute to UNDP PMU reporting (Progress Updates, Pulse Check, internal) to the Global Fund. Contribute to the design, implementation, and monitoring of quality assurance and quality improvement interventions under the Grant. **Capacity Building & Knowledge Management**: Support the planning, delivery, and documentation of capacity assessments and building exercises aimed at enhancing the management of HIV, TB, and malaria programmes. Promote continuous skill transfer to Ministry of Health staff and contribute technical expertise to capacity development interventions at both central and provincial levels. Support the identification, design, and implementation of appropriate interventions for successful programme execution. Contribute to the development of knowledge products based on lessons learned and assist in identifying, documenting, and disseminating success stories and best practices. **Community Linkages**: Help inform community-based interventions implemented by NGO Sub-Recipients to achieve Grant performance targets. Support the introduction of effective health facility-community linkages related to HIV, TB, and malaria service delivery. Support the enhancement of HIV and Tuberculosis disease programme management at national and provincial levels.
Work Experience
Candidates require a minimum of one month of general experience, with one year of relevant professional experience. Demonstrated interest and/or experience (up to three years) is essential in managing health projects or programmes, particularly those focused on HIV, TB, and malaria. Experience in monitoring and evaluation of health programmes and in the design, delivery, and documentation of capacity-building interventions is also required. Prior volunteer experience or exposure to another culture (e.g., through studies or internships) is highly regarded.
