Organizational Context
The UN Office for Disaster Risk Reduction (UNDRR) leads global efforts to reduce disaster risk, aiming for a world where such risks no longer threaten well-being or the planet. Its mission supports the Sendai Framework for Disaster Risk Reduction 2015-2030, a key post-2015 development agenda agreement. The Framework advocates for substantial reduction of disaster risk and losses, recognizing shared responsibility among states and stakeholders to protect development gains.
Job Purpose
This assignment aims to ensure substantive progress in project activities, delivering high-quality outputs aligned with UNDRR’s Strategic Work Plan for the Americas and the Caribbean. It will facilitate effective information flow among local, national, regional partners, and donors, keeping them informed of UNDRR's initiatives. A core purpose is to strengthen the technical, conceptual, and financial coherence between Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) by enhancing governance and conceptual alignment across various initiatives. The role also emphasizes integrating gender perspectives, promoting participation, inclusion, and equality in all project activities. Furthermore, it involves timely and accurate project reporting and documenting volunteer initiatives and capacity-building efforts, aligning with the Sendai Framework's recognition of volunteer organizations.
Responsibilities
The Programme Manager will lead the coordination, implementation, and monitoring of programme activities integrating Disaster Risk Reduction (DRR) and climate action processes, liaising with regional stakeholders. This includes developing, implementing, and evaluating assigned programmes/projects, monitoring progress, and reviewing relevant documents. The role involves conducting research, particularly on wildfire and extreme heat hazard modeling with disaggregated data, and supporting engagement with the Regional Science and Technology Advisory Group to enhance climate risk knowledge. The manager will also promote coherence analyses between DRR and climate change adaptation plans at national and local levels. Key duties include organizing and preparing written outputs such as proposals, work-plans, and reports, and providing substantive support for meetings and conferences. The role also entails initiating and coordinating outreach activities, conducting training workshops, and preparing presentations. Furthermore, the manager will coordinate proposal development, work-planning, budget funding, and prepare related financial and programme reports, alongside providing administrative and logistical support as needed.
Work Experience
A minimum of 3 years of relevant experience is required, specifically in monitoring, evaluation, and knowledge management within international organizations, cooperation, civil society, or academia. A good understanding of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) plans, climate financing, and the Sendai Framework is desirable. Previous experience with UNDRR’s CRM Initiative, working with UN agencies at a regional level in the Americas and the Caribbean, and experience in multicultural contexts are considered assets.
