Organizational Context
Established in late 2000, the OCHA oPt office responds to the deteriorating humanitarian situation in the West Bank and Gaza, exacerbated by conflict and movement restrictions. Its mandate includes inter-agency coordination for complex emergencies and natural disasters. The office disseminates information and policies, supports resource mobilization, identifies humanitarian priorities, and reports on the impact of emergencies and the need for international assistance.
Job Purpose
The Administrative and Human Resources Assistant will support the Office for the Coordination of Humanitarian Affairs (OCHA) in the occupied Palestinian territory. This role is crucial for ensuring the smooth functioning of HR and administrative operations within a challenging humanitarian environment. The incumbent will assist in various HR activities, including recruitment, onboarding, and staff separation, ensuring compliance with UN rules and procedures. Additionally, the role involves supporting general administration, petty cash management, and cost-sharing calculations with other UN agencies. The position contributes to effective humanitarian coordination and response by maintaining efficient HR and administrative support systems.
Responsibilities
Human Resources:
- Assist in managing general HR activities, including processing recruitment, job classification reviews, and staff separations, ensuring adherence to UN rules.
- Support recruitment by preparing vacancy announcements, screening applications, and shortlisting candidates.
- Act as HR representative in interviews, drafting reports.
- Facilitate recruitment verifications, including reference and academic checks.
- Organize and administer recruitment assessments.
- Issue rejection letters and process other HR actions.
- Maintain and review organizational staffing tables.
- Support onboarding and separation processes, including conducting exit interviews.
- Maintain HR systems and databases, preparing periodic reports.
- Manage digital recruitment files and track progress.
General Administration:
- Assist with petty cash and imprest account record-keeping.
- Monitor and prepare calculations for cost-sharing arrangements with other UN agencies.
- Perform other administrative tasks as requested.
Work Experience
Requires 1 month of experience, with a preference for up to 2 years in Human Resources functions. Experience in general administration, data collection, analysis, reporting, and presentation using Office 365 (Excel, PowerPoint) is required. Proficiency in Microsoft Excel or similar reporting tools is necessary. Strong analytical, problem-solving, organizational, and time management skills are desirable.
