Research on private security engagement for reintegration
Organizational Context
The United Nations Development Programme (UNDP) operates in nearly 170 countries, focusing on poverty eradication, inequality reduction, and building resilience. UNDP supports countries in developing policies and institutional capabilities to achieve sustainable development, democratic governance, peacebuilding, and climate resilience. The organization emphasizes human rights and the empowerment of vulnerable groups. UNDP co-chairs the Inter-Agency Working Group on DDR and promotes the Integrated Disarmament, Demobilization and Reintegration Standards (IDDRS).
Job Purpose
This research assignment aims to explore the feasibility and implications of engaging the private security sector in reintegration programming. UNDP, a leader in reintegration support and co-chair of the IAWG-DDR, is investigating new collaboration avenues, particularly with the private sector. The research will examine the potential role of private security firms in providing employment, skills training, and social reintegration pathways, especially in fragile contexts. It will collect data, best practices, and case studies, while also analyzing risks and challenges to ensure alignment with human rights standards and mitigate potential negative impacts.
Responsibilities
The online volunteers will support research on the engagement of private security firms in reintegration efforts. This includes conducting case studies, identifying best practices, and analyzing risks and incidents related to this engagement. Responsibilities also involve drafting project proposals and assisting in the conceptualization of an expert meeting on the topic. Specifically, one volunteer will focus on the online organization of an expert meeting, including coordination, concept note development, invitations, and a 5-page report. The second volunteer will conduct online research on the movement of former armed forces members into private security, producing a 5-page report with interview notes and references.
Work Experience
Required experience includes a Master's degree in International Relations. Additionally, candidates should possess experience working on or researching the regulation and governance of private security, understanding of fragile contexts, and knowledge of Disarmament, Demobilization, and Reintegration (DDR) processes.
Skills
Fluency in English is required. Desired skills include experience in research, analysis of private security governance, understanding of fragile contexts, and knowledge of DDR principles. The ability to draft project proposals and organize meetings is also beneficial.
